The DRC doesnt have a way to take AVZ out of manono given we have done the hard work and invested the money to bring this to life.

The DRC is very much in bed with the USA and we know the international committe wont stand for AVZ to be ripped off having invested our money into the project. We cannot be taken out of the project for a lack of progress when what we are waiting for is a license from the government.

So these announcements for me is part of the process of making changes and demonstrates progress whether it be in our favour or against us; thats positive we are seeing progress.

The only question you have to ask is; is it in our favour or against us?

Nothing to believe we are not in the driving seat

Could the cancelling of mining decree be in order to issue the full mining decree? Or perhaps its cancelling what was a corrupt deal?

Irresepective, we wait and see - I just wouldnt conclude this is bad news until you know otherwise.

Posters will tell you its bad, thats all there is left in hotcrapper - dont get shaken


I am however annoyed AVZ waited a week to announce this; thats a joke given it was done jan 28th... There is a disclosure issue here..

Im not so sure mate,

The original decree needed to be undone (it split the tenement)
The second decree also needed to be undone (it gave the go ahead for the southern part)
What we now need is a 3rd decree awarding the entirety of 13359..

The first part of the announcement alludes to exactly this, but the second part is ambiguous at best...

Looks like DRC acted without discussions with AVZ. Got to say it's disturbing.

Based on the announcement.

1) legal advice sought
2) needing to ascertain intent of DRC gov

Anyone who says it needs to happen may be correct but if it needs to happen you'd think there was discussion and communication with AVZ.

Track record of DRC isn't good.

Over the last 6 years in the DRC, AVZ have carried out Soil Sampling, Field Mapping, Consulting, Drilling, Metallurgical Testing, Completing a FEED Study, a 160 page Definitive Feasibility Study, a SEZ Agreement, Tendering for Mining Infrastructure, Legally Obtaining and Paying For an Increased Share of Dathcom, Obtaining Several Offtake Agreements for both Lithium and Tin, Raising Capital, Negotiating a Funding and Offtake Agreement with CATH, Presenting at the Battery Minerals Conference, Legally Fulfilling all Requirements to Obtain the Mining License, Including Receiving the Ministerial Decree to Award the Mining License and producing an 85 page Sustainability Report, Spending millions of dollars and Supporting the Local Community…. And still the Democratic Republic of Corruption and Director General of the DRC Mining Cadastre (CAMI) won’t grant AVZ a Mining License

I guess we also have the DRC's determination as to the reason for not issuing the ML. What they don't say is it's 100% their own fault...

Well that's not good news.... Time to go into fight mode
"I see this in very simple terms . A decision on the ML will be made in the coming days / weeks by Felix's actions . At that point if the right changes haven't been made then the ML is lost . It is not ambiguous . We don't need to wait for a Yes ML or No ML . This is the moment SH tell Nigel to pull the rip cord and get us the f--k out of there . We are getting close to the moment where this either starts or finishes . IMO"

I think there is fairly clear warning of what is likely to come in the last section of the announcement it isn't in any way alluding to what you've stated above:

AVZ notes the that the abovementioned Ministerial Decree acknowledges the:

• requirement for a harmonious and healthy cooperation between the

shareholders of Dathcom as a precondition to progress the development of
the Manono Project; and

• ongoing disagreements, conflicts and differences between the shareholders
that have stalled the development of the Manono Project and the resulting
deadlock prevents the State from benefiting from the development of PE

13359.

The Company is seeking independent legal advice regarding both Ministerial
Decrees dated 28 January 2023, whilst expediting discussions to clarify the
intentions of the competent DRC authorities.

Reads to me like they're primed to take back the tenement. I wonder if we've got the full story considering that ACAJ stated:
'It is a courageous decision that allows the state-owned company COMINIERE SA to recover all of its rights to the Manono lithium concession.'

Time will tell but it's difficult to put any positive spin on this with the information we have available so far.

My concerns exactly,

It did need to be done from an AVZ point of view as its all one tenement and was against the mining code, BUT, an its a big but, fuck me wouldn't you be in communication with AVZ over what you plan to do?

From the announcement we are seeking legal advice and clarifying the intent of the DRC. - We dont have a clue whats happening, comforting

This could be a case of shit communication from the DRC Government and they intend to issue the correct decree
OR
This could be a case of Chinese filling pockets and the DRC Government have been paid off sufficiently to now pressure us into accepting Zijin as a shareholder of Dathcom or even selling our majority holding:eek:.

AVZ obviously is not privy to the conversations at the highest levels of Government as Nigel proclaims.
Sure the decree has been cancelled but it should have been re-issued correctly.
It would be flaming nice if AVZ actually wrote a company announcement in plain English to!
