The crack within the block is growing as Kiruna Municipality is now changing its decision regarding the detailed plan for Talga's mine in Vittangi.

– It was plague or cholera and we have chosen plague, says Mats Taaveniku (S), municipal councilor in Kiruna.

It was at the beginning of the year that the government overtook Kiruna Municipality and issued an ultimatum that they would complete a detailed plan for the planned mine in Nunaasvaara outside Vittangi - otherwise the County Administrative Board would take over the project.

Don't want to give up control
Kiruna Municipality has been skeptical of new mines as long as the state does not provide better compensation, but now the municipality has chosen to develop a detailed plan.

We chose to do it ourselves because we wanted to have control over the situation instead of leaving it to another authority, says Mats Taaveniku (S).

Split within the bloc
But opinions regarding whether the municipality itself should make the detailed plan differ within the bloc. The Left Party, the Feminist Initiative and the Sami List want the government to bear the responsibility.

– We don't think the municipality should contribute to this. We have said no once and if the government wants to run over Kiruna municipality, they are the ones who should be responsible for it, says Jenny Mäki, chairwoman of the Left Party.

It is now up to the city council to make a decision on the matter on June 16."

This seems to align with what grok was saying, that yesterday they had to make a recommendation whether to proceed, but it's not the actual approval, which is due on the meeting on June 16.

But sounds like fantastic news that they don't seem like they are going to block it or cause further delays. Fingers crossed for June 16!

And fingers crossed that the Social Democrats in Kiruna don't take advantage of this. The county executive argues that it is better not to let the initiative be taken out of their hands and to have the plan (which is already in place) drawn up by another authority.
I'm keeping my fingers crossed that they don't take advantage of this and use all sorts of formal tricks to delay the matter as long as possible wich they couldn't If they let the work do someone else.
I trust them to do anything. With their media agitation against the project, they have left scorched earth behind.
And it remains a political battle between the north and the south, where no one has been interested in the quality of this project up there for a long time. They are only interested in their individual interests.
We can only keep our fingers crossed.

What I mean with scorched earth can be seen e.g. from the headline that the people of Kiruna get to read. The government is forcing Kiruna to choose between plague and cholera against its will. It says nothing about the real positive aspects, nothing about climate protection, CO² reduction, Green Transition, Green Deal or independence. And you know how people are, if someone only ever tells them one thing, then many simply start to accept and believe it.
The plan has been with Kiruna for a very, very long time now. Now they are being forced to adopt it. The procedure will hopefully leave little to no room for delays or procedural tricks. If they are forced to do so, I don't trust them to do a good job, even if the puppet suggests otherwise to his voters.
They have managed to quickly designate LKAB's site as a leisure area for the new application.

They've already snuck in an extra month.)

Your latest posts read quite differently. It sounds to me that 5 months had to pass before the authorities have to make a fundamental decision as to whether they are prepared to plan a detailed mining plan and that they will then need and be given additional time to carry out and approve this planning?!?

I'm so annoyed by this shitty investment, by delay after delay and half-truth after half-truth and capital increase after capital increase and the fact that I'm still invested and am deeply in the red. I'll be spinning in my own grave for years and swearing like a drain.

Fingers crossed that we get significant news this month - but I'm starting to understand why MT had mentioned a Q1 2026 construction start without explaining further context...

No I don't think that's the case. I understand there's 2 levels to the approval. The one on June 2nd is the guys doing the work, and they are now recommending adopting the plan. It now goes to "their manager" who gives the final ok on June 16th. I don't think there's any more work to be done, it's just going through their approval process.

The alternative is worse, they don't approve it and now the government needs to take it up. But that would mean the government needs to re-review everything that has already been done, probably do consultations etc, and that would take way longer.

So we are still on the happy path.

Hi all.
To distract myself from spewing about the abysmal abuse of process from the Kiruna municipality I decided to do some more reading up on Nyobolt. It seems like they do a lot of Anode R&D/production themselves. Does anyone have any insights on how our product fits into that? They're definitely not manufacturing it 'in-house' as our offtake agreement specifically states it will come from our production facilities. But I guess it's a really great sign for Talga - Nyobolt's exceptionalism is being super fast charging due to their own exceptional anodes, but ours have been deemed equally up to standard to be included. But I do wonder if it's just a matter of them buying from us because they can't produce enough themselves, or if there's something more to the partnership. Or at least the potential for something more.

Maybe there is also an unspoken agreement as I suspect there is between PEL with its new project and Talga.
And I think there is a table that shows that Nyobolt does not achieve this outstanding result with SG, but with NG from Nunasvaara.
I can't find that tab again right now.

  1. The municipality itself cannot appeal the decision. Only those who submitted comments during the planning process that believe the company did not provide adequate consultation can appeal.

    A run down of how things usually play out, from the detailed plan:

    “There is an opportunity to submit written comments on the plan to the municipal management administration.The responses are compiled in a consultation report together with the municipality’s comments, and the planning documents are revised. After revision, the documents are approved and sent out for public review for at least three weeks, in the same way as during the consultation phase.

    Because this detailed plan has an environmental impact assessment, it will be on review for at least 30 days.The statements received during the review are compiled in a review statement (granskningsutlåtande) with comments from the municipality. The planning documents are revised if needed. The detailed plan is then adopted by the municipal council.

    Affected property owners who have submitted comments during the review period that have not been accommodated have the right to appeal the detailed plan within three weeks from when the adoption decision is posted on the municipality’s notice board. If no appeals are made and the county administrative board does not review the municipality’s decision, the detailed plan becomes legally binding.”


    If you look at Talga’s most up to date detailed plan, you will see that the schedule was:

    Consultation: June 10 – July 1, 2021
    Review: March 2024
    Adoption: Second quarter 2024
    Legal force: Three weeks after adoption

    The review period was supposed to occur in March 2024. I am having difficulty finding the review statement document. This is due to the municipality deciding to discontinue the work on the plan that same month, before making it official on the 8th of April 2024. We know the story after that, Talga went to the Government and the planning order was issued. I now suspect, but cannot confirm, that the extension granted by the Government (from 16 May to 16 June) was to allow for the 3 week consultation/review period to conclude before the plan is inevitably adopted.

    The detailed plan is usually adopted long before the environmental permit or mining concession are fully into law. Activists not doing their job correctly at the municipality have created a bizarre situation, so it will be interesting to see how this all plays out.


    To add, I believe the danger here was if the Government did not allow for adequate time for the consultation and review period. Fortunately, it appears they have. Any appeal against a local zoning plan would certainly be covering the same topics as the environmental permit. A decision against Talga would essentially contradict a permit that is already legally binding.

    Ultimately, the outcome remains unchanged regardless of any appeals, but we know the strategy is simply to delay. It’s worth noting that Talga has a stockpile, and the refinery can become operational before the mine, which along with strategic selection, could negate these tactics - depending on FID.

For me, the outstanding result seems achievable with Talnode-C, but not with SG.

Hi all, due to an ongoing battle with abusers of the community reporting functionality, the ability to report (and auto-moderation) are currently disabled. Unfortunately, since the attack came from quite a number of handles, it became practically impossible to release removed posts from being hidden, as they outpaced my actions.

I have now enabled all posts that had been removed since the beginning of May and will consider turning on the disabled features once I am confident they cannot be gamed again.

We've known the announcements for a long long time. I've been waiting for years for CATL to not only announce the breakthrough - soon is coming this and that - but actually make it.
Like at the poker table, I have the best cards, but I've been going to the toilet for years, and when I come back, I'll announce you will see soon and go to the next round.

@Semmel this is why I'm expecting FID won't come soon. Also the EU just passed legislation this week allowing state aid for green Net Zero Industry projects. Ebba Busch was also talking up spending of 3.5% of GDP on military, and an additional 1.5% on military support (I'm reading it as things like battery materials for example).

I think rushing FID through now will be missing out on some potentially fantastic financing opportunism.
