Hi all.
To distract myself from spewing about the abysmal abuse of process from the Kiruna municipality I decided to do some more reading up on Nyobolt. It seems like they do a lot of Anode R&D/production themselves. Does anyone have any insights on how our product fits into that? They're definitely not manufacturing it 'in-house' as our offtake agreement specifically states it will come from our production facilities. But I guess it's a really great sign for Talga - Nyobolt's exceptionalism is being super fast charging due to their own exceptional anodes, but ours have been deemed equally up to standard to be included. But I do wonder if it's just a matter of them buying from us because they can't produce enough themselves, or if there's something more to the partnership. Or at least the potential for something more.

I mean, they have been working hand in hand for many years and I think their CEO (?) was Talga's CTO? But could be wrong.
They also get everything together, customised supply and from around the corner, and just enough to cover their small production. The number of packs to be produced is small and the capacity of Talnode C is 20% higher than the average.

Maybe there is also an unspoken agreement as I suspect there is between PEL with its new project and Talga.

Maybe there is also an unspoken agreement as I suspect there is between PEL with its new project and Talga.
And I think there is a table that shows that Nyobolt does not achieve this outstanding result with SG, but with NG from Nunasvaara.
I can't find that tab again right now.

Sharing Gvan’s latest posts from HC re the detailed plan. Very informative - thanks Gvan.
  1. The municipality itself cannot appeal the decision. Only those who submitted comments during the planning process that believe the company did not provide adequate consultation can appeal.

    A run down of how things usually play out, from the detailed plan:

    “There is an opportunity to submit written comments on the plan to the municipal management administration.The responses are compiled in a consultation report together with the municipality’s comments, and the planning documents are revised. After revision, the documents are approved and sent out for public review for at least three weeks, in the same way as during the consultation phase.

    Because this detailed plan has an environmental impact assessment, it will be on review for at least 30 days.The statements received during the review are compiled in a review statement (granskningsutlåtande) with comments from the municipality. The planning documents are revised if needed. The detailed plan is then adopted by the municipal council.

    Affected property owners who have submitted comments during the review period that have not been accommodated have the right to appeal the detailed plan within three weeks from when the adoption decision is posted on the municipality’s notice board. If no appeals are made and the county administrative board does not review the municipality’s decision, the detailed plan becomes legally binding.”


    If you look at Talga’s most up to date detailed plan, you will see that the schedule was:

    Consultation: June 10 – July 1, 2021
    Review: March 2024
    Adoption: Second quarter 2024
    Legal force: Three weeks after adoption

    The review period was supposed to occur in March 2024. I am having difficulty finding the review statement document. This is due to the municipality deciding to discontinue the work on the plan that same month, before making it official on the 8th of April 2024. We know the story after that, Talga went to the Government and the planning order was issued. I now suspect, but cannot confirm, that the extension granted by the Government (from 16 May to 16 June) was to allow for the 3 week consultation/review period to conclude before the plan is inevitably adopted.

    The detailed plan is usually adopted long before the environmental permit or mining concession are fully into law. Activists not doing their job correctly at the municipality have created a bizarre situation, so it will be interesting to see how this all plays out.


    To add, I believe the danger here was if the Government did not allow for adequate time for the consultation and review period. Fortunately, it appears they have. Any appeal against a local zoning plan would certainly be covering the same topics as the environmental permit. A decision against Talga would essentially contradict a permit that is already legally binding.

    Ultimately, the outcome remains unchanged regardless of any appeals, but we know the strategy is simply to delay. It’s worth noting that Talga has a stockpile, and the refinery can become operational before the mine, which along with strategic selection, could negate these tactics - depending on FID.
