The environmental permit for a graphite mine near Vittangi in Kiruna municipality is being challenged by the Sami villages of Gabna and Talma, who point out that a mine would make reindeer herding very difficult.
The nature conservation association in Norrbotten also wants the ruling of the Land and Environment Court to be overturned.

A little update with the new dimensions from the verdict on size comparison and how we are hindering grazing six months out of the year. The red cross-lined areas are those of national interest and passages as far as reindeer husbandry is concerned. The small blue spot at the bottom right is the fenced mine area. I am leaving out the other Sami community as I don't think we will touch it at all.

The green marked areas with squares are the designated grazing areas. I don't know who designates them.

Zoomed into the other map material that shows the grazing areas. The blue marking is the mine area. The green marking shows the pasture land that is no longer available.

Everyone should form their own opinion on how the statement at the top is to be evaluated.
That is the end of the matter for me. I just wanted to visualise it one last time for myself.
Please forgive my artistic abilities.

That is EXACTLY how I had it in my head the entire time. A tiny speck of land that is not at all significant and will not change the Sami way of living in any way. Thank you for that visualization.

Your artistic abilities far outshines mine.

And yes I think that by Talma and Gabna having to play their only remaining Ace of Diamonds marks the homestretch in the final countdown. All other avenues to delay have been considered by the lawyers of the antis and deemed as unplayable.

So of we go to the SC to see how UN human rights apply to reindeer husbandry.

Oh we are back to the reindeer games!

Followed by a hopefully brief appearance of St Greta of the Green Colonialism Denialismn in the streets of Luleå preferably during visit to Luleå by SecState Anthony Blinken and thevreal target for St Greta, EU politicians!

Interesting times ahead for Luleå. In Swedish we say ' Ta ett stålbad' very appropriate for Lueå the steel manufacturing hub of Sweden

I had the same idea to put the area in perspective quite some time ago but never executed on it. Cosors did a great job here. :)

Who wants to dig around a little. Now at least I understand the strange shape or fencing of the mine area (see presentation in the link). I don't want to make a fuss, so here's just the link.
... we believe that our relatively small findings clearly show that Talga AB has a lesson to learn here
and for those who are interested, Bing has the better satellite images here.

Look at how sensitively and accurately Talga acts:

V good and learned overview of metal extraction and the Swedish enviro laws that regulate it. I applaud your dedication Cosors!

Just wanted to add my five cents worth in relation to your exhaustive expose.

In March Issue 2022 of Kiruna tidningen the antis in Vittangi where interviewed and pressed about the conondrum that they are opposed to extracting metals that are necessary for green transitioning.

In the article they admitted B on W that graphite mining in limited scale is NOT a enviro, cultural, reindeer herding problem. But it has to be done following rules that they want to be in on.

So I see it as a potential brake down in or mistake in communication between Talga and the antis.

I am in the same LinkedIn channel as KN or was it FB group on Vittangi. I see quite regularly that he happens? to be available for a chat when I am active. Coincidence? I think not.....

The village is small and they have extensive notes on all the original families going back generations including mine. Maybe they put my geographical location and my profile on Social media together and made 1+1 = 3.

Well I have the map on them so I can play the same game..Reindeer games my favourite!

I resisted to get in touch with any of these merry band of antis but have spoken with the Chair of the Kiruna Municipal council MaTa, a voice of reason in the issue of opening up new mines locally.

In conclusion I think the antis excluding the reindeer nobility of Talma and Gabna villages can be spoken to and won over. No Probs.

Who is going to do it? Well I am only a Share holder and have no or very limited backing for approaching the antis /NIMBYs.

I went to school with a number of them....

So what is the pressure points for the reindeer owning nobility of which my family once belonged.

Talmas previous Chairman AA, the Chairmanship rotates within the family so maybe he is a Crown Prince ? , provide evidence for how this nobility approches anything or anyone that could concievably interfer with their noble pursuits.

They attack. And take no prisoners. Its built into them that when the wolf pack or Brown bear attacks the herd they front up and meet the challenge head on.

I did the mistake of trying to pat one of their dogs once and only one time...I nearly got my hand bitten off.

Its in the dog make up to smell indecision and timidness and jump on it!

As master as hound....indeed.

AA when talking about battles in the SC they had fought , he with a smile said they won two out three. Good odds in blood sport. And Talma is following Gabnas example and are now on the hunt for another priced commodity, the fishing and hunting rights on 'Talma' land. Of course they want to sell the rights to these lands and treat them like their own fiefdoms and monetise them as time shares for rich people from all over.

They probs need the money generated to have more Stockholm lawyers on their beck and call.

Good time to be a lawyer specialising in enviro, land use etc etc. Dont know if I would like having Sámi nobility breathing down my neck though.

They could come back to bite you.

Don't get angry. I can't really recommend it to you because you are personally rooted in this region. But I mean it will all go its way. Some want to see it the way it should look. And only later they recognise it partially or never. But the court only gives way to rational things. I think you can rely on that in Europe, except for two or three countries far in the east lately. The Justitia and its decisions are predictable and objective. It's all about wasting time I think. Actually everyone except the S from Kiruna is in favour of speeding up the process, as are the rest of the S or the politicians from the previous government to the current one to the one in the EU itself, and also the court. Don't get angry. These are just a few who are so off brained (?).
I think you hit the bull's eye with the legal fees. The Swedish lawyer Association has also realised that there will be a lot of work to do in Norrbotten. I made a post about it somewhere here.
In any case, thank you for your thoughts. They are very insightful.
I think everything will work out properly in the end.

Great security effort when the US Secretary of State visits Luleå

PUBLISHED APRIL 15, 2023
On 30–31 May, the EU and the US will meet to discuss, among other things, trade and technology issues. And the meeting - it will be held in Luleå.
- Above all, it is fun for the whole of Norrbotten that we are trusted to hold such important meetings, says Håkan Wiklund at the County Board of Norrbotten.
US Foreign Minister Antony Blinken and Trade Minister Gina Raimondo are two of the top politicians coming to Luleå in May. In addition to them, a number of Swedish ministers also join, including Ebba Busch (KD), and the majority of EU commissioners.
- It's great fun to be part of organizing a meeting that means so much to the relationship between the EU and the US - but also to the whole world, says Håkan Wiklund.

Meetings in capital cities

The fact that the meeting ends up in Luleå has partly to do with Sweden's presidency of the EU.
- The Swedish government has chosen to hold its meetings outside the country, and that is great. It is not obvious. Many choose to put them in the capitals, says Håkan Wiklund.
He adds that Norrbotten is an attractive region:
- We had a good summit in Kiruna in January and we also have the green transition where our industry is at the forefront of the world.
In the clip, Håkan Wiklund talks about what the visit means for Norrbotten and the residents."

Here it is:

"US Foreign Minister to Luleå
May 30 - May 31
US Foreign Minister Antony Blinken and a number of EU commissioners will come to Luleå at the end of May to discuss trade issues. The visit takes place during the US-EU Trade and Technology Council (TTC) on May 30-31.

TTC stands for Trade & Technology Council. The EU-US Trade and Technology Council serves as a forum for the United States and the European Union to coordinate global issues related to trade, economics and technology. The Council works to deepen transatlantic relations in these matters. It was established during the EU-US summit on 15 June 2021 in Brussels.

Forsell, together with Foreign Minister Tobias Billström and Energy Minister Ebba Busch, will participate when the TTC meets in Luleå on May 30-31.

- We will highlight and place special focus on the green transition and the digital future issues, says Foreign Trade Minister Johan Forssell in a comment to TT.

The meeting, which is part of the Swedish presidency of the EU, takes place under the joint leadership of the US delegation headed by Antony Blinken.

Antony Blinken, the US foreign minister, is coming to Sweden in May for a meeting between the EU and the US.

Focus on Norrbotten and the green transition
Norrbotten is far ahead in the green transition – a theme that will be particularly in focus during the two-day meeting.

- The council is in many ways a forum where we discuss how we can meet the challenges that the implementation of the green and the digital transformation entails. Northern Sweden is the perfect place to show how Sweden handles many of these challenges, says Johan Forssell.

In Norrbotten, the representatives from the EU and the US will partly hold negotiations, but will also have the opportunity to see and visit various types of industrial investments within the green transition.

The summit involves a lot of preparation and intensive cooperation is underway between several organizations at national, regional and local level."

"Talga Group: Talga Group has received an environmental permit for the graphite mine in Nunasvaara Södra and is waiting for the appeal period to expire shortly. Talga is also in main negotiations for the enrichment and production of graphite anodes in Luleå. The company has applied for several new exploration licences in Norrbotten and plans to carry out field work, including geophysical measurements, during the year. Further exploration and drilling will be carried out next year."

I am not quite sure this is the time to venture out on exploration of new promising sites. Maybe if they contain Cobalt and other metals covered by the EU CRMA.

And that MT is expecting to use the BIGLY engine of the EU -US friendly competition as a driver for further exploration and this time in a much shorter time span.

Well maybe the Nunasvaara Graphite go-ahead is the straw that broke the NIMBY caravan of yucky yaks backs...

Nice alliteration there....

Ahhh ...word smithing BIGLY pleasurable...

That was exactly my first thought. Talga has communicated intensively with the Commission now and last MP a few days ago.
For the EU Commission Talga should be or is a pearl and solution for the CRMA.
The second thought of mine was that besides cobalt it might be about the other graphite deposit. Who knows maybe they would get that up and running faster than the expansion or it is an alternative plan B. It's always good to have multiple tracks.

If the Green Deal with all the protests in the EU should work the Commission will have to pull out as many tracks as possible.

And of course cobalt is needed. The switch to other technologies was only made because of the working conditions in the Congo I think. Seriously mined cobalt is still very valuable and therefore CRM.

There have never been so many exploration permits issued in Sweden as last year in the last decade. With an exploration permit a test mining can be applied which is recommended by the SGU to see how the project practically runs. If someone does not use the exploration permit practically and it exists only on paper this permit can even be withdrawn. With it we are currently allowed to mine 25kt of graphite most recently in Niska South.
And an exploration permit does not mean high costs for the drilling at the same time.

Just a passing thought: perhaps the Niska South deposit has chosen for test mining as it can be easily developed right next to the road and could thus lay the groundwork for later underground mining. Who knows.

just a snippet
This is a funded project in which we are participating. It is about the conservation of biodiversity:

"Climb is a collaboration between Skanska, Vattenfall, LKAB, Boliden, Cementa, SCA, Skellefteå Kraft, Specialfastigheter, Svenska Kraftnät, Talga, Swemin, SBMI and Ecogain. The aim is to establish the tool as a useful and widely accepted biodiversity assessment model.

The project was funded by Swedish Mining Innovation and Vinnova and supported by the Energy Agency and Formas.

About biodiversity
The term biodiversity stands for the millions of species that exist on our planet and how they interact with each other. Many plants and animals are now under threat and biodiversity is declining at an accelerating rate.

The biggest threats to biodiversity are changing land uses such as deforestation or urbanisation, but also climate change, pollution and invasive species that are being pushed out of their natural environment."
