AVZ Discussion 2022

A lot of chat on Twitter about Jules, not all giving him a glowing report. No prizes for guessing why some are reluctant to have the legend in the Prime Ministers office. One wonders if the powers that be consider the disruption to status quo will be too sudden and disruptive to the snacks and brown bag economy. Felix??

Clean, the IGF completely covered by Fatshi’s protection

It is now crystal clear that the accusations made against the General Inspectorate of Finance (IGF) by mafia public managers and their acolytes are false.

In his face to face with the press this Thursday, February 22, 2024, President Félix Tshisekedi said only good things about this structure placed under his direct authority.

In recent days, hoaxes have been published here and there on social networks, accusing the IGF in particular of having transformed itself into a consultancy company to fill its coffers.

Communicators with a weakness for easy money were engaged in this diabolical campaign.

They and their occasional financiers ignore or pretend to ignore the content of Presidential Order No. 20/137-b of September 20, 2020 modifying and supplementing Order No. 87-323 of September 15, 1987 creating the IGF , especially in its article 2, which provides that it benefits for its operation, from a budgetary allocation, by way of transfer, corresponding to 10% of all retrocessions paid to financial administrations.

Also, it benefits from a 5% retrocession allocated to assessment services, for orders resulting from the results of its missions.

The legislator also provided for the General Inspectorate of Finance to receive a portion of the revenue transferred to the services involved in the management and control of the financial operations of the central government.

These include royalties and remuneration costs for services rendered for the export of commercial mining products.

This is not all because it receives an allocation identical to that received by financial authorities following adjustments of taxes, duties and evaded taxes, for the motivation of its staff.

This, in accordance with the advantages recognized in the administration regulations with regard to the career and functions of the financial inspector.

Moreover, each year, the IGF is provided with an operating budget and therefore has neither the interest nor the need to ration the public companies whose financial management it controls to find the means to support itself.

Thus, placed in the best conditions, the general inspector of finances, head of department, Jules Alingete and his constituents, are focused on their mission: the fight against anti-values in the management of public finances.

And, their work is appreciated and applauded by the Head of State.

The latter underlined this in his press conference on Thursday February 22, 2024 in these terms:

“This time we are ready to frame this money {editor’s note 7 billion from SICOMINES} with the IGF, this nasty dog that barks at the slightest stupidity.

So, we have all the necessary instruments that will ensure that we will use this money for what it was raised for.”

No more false controversy created by a minister, that of the EPST not to mention him, who moves earth and sky to find a justification for the management of the participation fees for the State Exam, amounting to several dozen millions of dollars.

European agreements on mineral resources in Africa: between hope and conflict

In a context of historic tensions between the Democratic Republic of Congo and Rwanda, the recent agreements signed between the European Union and these two African nations have revived debates on the exploitation of mineral resources.

As Europe seeks to secure its supply of essential minerals, the consequences of these agreements could be more complex than expected.

On the one hand, the agreement with the DRC promises a more transparent regulatory framework for mining, aimed at combating illegal extraction and promoting sustainable development.

However, the DRC's history of corruption and political instability raises doubts about the effective implementation of these measures.

On the other hand, the agreement with Rwanda, a nation in full economic growth, raises concerns about the impact on local communities and the environment. :(

Rwanda, while praised for its economic progress, is criticized for its alleged role in exploiting the DRC's resources, thereby exacerbating regional tensions.

In this delicate context, the European Union finds itself at the heart of a moral and economic dilemma.

As demand for essential minerals for European industries continues to grow, ethical and environmental issues pose a major challenge to the validity of these agreements.

Thus, at the heart of these agreements is a precarious balance between economic opportunity, environmental sustainability and political imperatives.

The future of these partnerships will depend on the parties' ability to navigate a complex landscape of regional rivalries, divergent economic interests and social responsibility.

stony silence from avz. just looking ahead and wondering what we might expect to hear through end of march.

I have:
  1. ICC arbitration decision on AVZI’s jurisdictional challenge that Jin Cheng is not entitled to have recourse to ICC arbitration as it is not a shareholder of Dathcom. Decision is pending and did I read somewhere this is suppose to land before end of Feburary. strange how @9cardomaha use to come on here to give us updates on here on this sort of thing, makes me wonder what happened? Did the company ask him to stop, did the chinese take him down or did get get sick of us???
  2. update on locke financing before 31st march.
  3. half yearly report (last year was 16th march)
  4. Appointment of DRC parliament and ministers. Expected by end of Feb????. Important to get done so negotiations on possible path forward for manono can be completed.
  5. one would hope some fucking update before end of march on state of play in getting things moving and our money but who fucking knows.

is that right? anything else coming up that we can expect? of course may is looming as 2 year suspension anniversary.

HAGW
Maybe also the MoU

The lesson here is , avoid going down the ICSID rat hole . All it does is make lawyers and Nigel and co richer (salaries). Share holders picking up peanuts (if their lucky ) at end of a 4 to 5 years shit fight that ends in a negotiated settlement anyway on DRC terms when AVZ realise it's that or nothing . Obviously paid out by Chinese brown paper bags who have by this time developed the mine .

This has to be sorted now . Hopefully Nigel is close . No room for egos .
