If I’m reading this page correctly then we’re at Audit Stage 1, where the CAB need to compile the first round of comments from affected stakeholders. They will then send out the proposed plan for a second round of comments from stakeholders, who have another 30 days to respond. Following that, the CAB will then compile those comments as part of Audit Stage 2, and make any necessary amendments to the plan. Once that’s done they will send it to the government for adoption.Slowly, things seem to be moving forward with the detailed plan. The overview page is new at CABN:

The Government has decided to give the County Administrative Board of Norrbotten County the task of producing the proposal and otherwise doing the work needed under the Planning and Building Act to enable the adoption of a detailed plan that enables mining operations within part of the property Stenbrottet 2:1 and others, in Nunasvaara Kiruna municipality. The plan proposal must be reported to the Government Offices as soon as possible.

Due to changes in the legislation, we assess that previous environmental assessments need to be supplemented in order to meet formal requirements.
A decision on a supplementary investigation and delimitation consultation will be made shortly.

I couldn’t muster the willpower to read any of the anti’s tripe, so thanks for the summary Cosors!Is anyone else crazy enough to have looked at the assessment report on the revised detailed plan, which includes the comments?
Incidentally, 18 parties submitted comments on possible changes in the second round. The Post Office, the Ministry of Defence and Vattenfall (a large energy supplier) have no objections, but are still listed.
The whole thing reads a bit absurd, as the district administration draws up the plan for the municipality. The district administration therefore writes on behalf of the municipality, but takes on a dual role, as the district administration has received the municipality's objections. At least that's how I understand it so far. I can imagine that after this unique process, one or the other employee may have become schizophrenic.
Anyway, I have ~read it and skimmed through some of it. Here are a few notes:
- The assessment report is not about whether, but how. In other words, how mining will be carried out, taking into account the objections, if they are valid. Objections regarding groundwater and rainwater, for example, are not valid and have been rejected.
- The planning area has been delimited in such a way that there will be no or minimal conflicts with other interests. Don't be surprised, the area of national interest has not shrunk, only the planning area for this one application, i.e. Nunasvaara South, up to the northern road where the refinery will be located. The section on the Sami people threatened with genocide takes up a large part of the report, but every single objection is addressed and ticked off.
- Health, safety and noise are no cause for change.
- As mentioned, all objections regarding water pollution have been rejected as far as I can see. There is only a marginal or negligible impact and the measures are sufficient. The lake does not fall under any special protection category. The fearmongering of the dogmatic anti-mining activists is therefore unfounded.
- The bank protection (this concerns the course of the river) is to be lifted for the area of the access road to the mine, so there is no contradiction here.
- With regard to endangered species, the district administration does not see any violation of the species protection ordinance due to the protective measures. There may be exemptions in favour of mining, as there are numerous of this species in the area. There has been a change in the ISO standard that is relevant for environmental analyses, and this differs in some respects, even though the methodology is the same. A new analysis has been carried out in accordance with the new standard in 2024. This does not give rise to any further comments.
The planning area has been reduced in size, taking into account its high natural value. The planning area no longer includes areas of national interest for nature conservation.
Measures have been taken to address the changing conditions caused by global warming. What irony. As far as I'm concerned, the anti-climate change activists can...
- The boundary of the planning area has been adjusted so that the archaeological sites are located outside the planning area, in line with the protected areas specified by the district administration. The boundary of the planning area has thus been adjusted so that the detailed plan does not affect the archaeological sites.
- Airspace surveillance has no objections regarding its equipment in site.
- Talga seems to be responsible for the road extension. The plan provides for the road to be widened, so there will be no objection here.
- A private individual, presumably or possibly the landowner, is strictly opposed to mining and therefore against the plan, and will lodge an objection to the land allocation. This is the parallel process of land allocation. The private comment ends with: The undersigned proposes that the municipality of Kiruna decide not to approve the development in its entirety. The decision on this matter will lead to a historic choice of path for the area. The undersigned reserves the right to make further statements on this matter at a later date. The municipality's or district administration's assessment of these comments makes them seem like shooting in the air or blowing hot air. For me he seems to have no chance of successfully opposing it.
- The post office approves the new address, and the police and telecommunications operator have no objections.
- The following section sounds like a farce, and the person at the authority surely rolled their eyes: The Nature Conservation Association rejects the municipality of Kiruna's decision to establish a detailed plan at this early stage for an area that encompasses so many conflicting interests and for which no applications for mining have even been submitted in parts of the area. No environmental permits have been issued. ... Regarding the administration's response to this comment: None of the biotope protection areas listed in the appendix are located within the planning area. This is followed by some well-intentioned explanations to dispel the nature conservation association's misunderstanding. Then the (district administration, speaking on behalf of the) municipality states: The municipality believes that mining is the most suitable use of the land due to its purpose, nature, location and existing demand within the framework of the development plan.
- Statement by the Gabna Sami: The proposed development plan for Stenbrottet 2:1 hast to be rejected ... Comment from the municipality/district administration: Measures have been taken to ensure that the Sami people can preserve their cultural and community life. Furthermore, the Sami allege a lack of objectivity (The plan description is neither objective nor correct), which the municipality (LoL) or district administration firmly rejects, e.g. => The analysis was prepared with the help of reindeer husbandry analyses prepared by the Sami people themselves. They seriously want the plan to be started all over again from scratch.) Shrill cries in the wind.
- The activities enabled by the development plan are not expected to have any impact on the water quality of the Torneälven river. The infiltration of surface water is not expected to have any impact on the environmental quality standard for groundwater.
- The Left Party expresses its concerns. The municipality/district administration responds in summary: According to the calculations in this study, the draft plan has no negative impact on the Vittangiälven or Torneälven rivers.
- Talma Sami: However, activities in the region, such as the crushing and transport of ore, personnel and materials, will continue. The Sami community believes that the protective measure has no effect.
For the protective measure to have any effect at all, no mining activity may take place while the reindeer herds are in the area. ... The Samebyn also believes that mining is not in the public interest. The municipality/district administration responds similarly to the above and also refers to the numerous pieces of evidence provided. I find this interesting: as Talma also mentions, it is the impact of the detailed plan on the national interest of reindeer husbandry that is decisive, not the location of the geographically specific boundaries of the national interest.
It goes on like this for another third of the document.
In conclusion, it can be said: Antis, our mother Gea is shouting in your faces: shame on you!
And if the creation of the plan had remained in the hands of the Kiruna municipality, no plan would have been adopted in the foreseeable future, as the municipality is biased and in no way objective enough to turn the Sami's argument on its head.

And I don't think they have a chance anymore. All factual arguments are addressed or implemented and all the shouting, lies and ignorance fade into the forest.
