The government adopts detailed plan for a new graphite mine in Kiruna municipality​

The Government has decided to adopt a detailed plan that enables mining operations at the Nunasvaara graphite deposit in Vittangi in Kiruna Municipality. On behalf of the Government, the County Administrative Board of Norrbotten County has produced the proposal for a detailed plan in Kiruna Municipality's place.

"Nunasvaara in Kiruna municipality has Europe's largest and richest graphite deposit. The graphite deposit is very important for both Sweden's and the EU's supply of natural graphite. Graphite fulfills an important function in battery manufacturing and for the green transition. This is the first time that the Government has used this opportunity," says Minister for Infrastructure and Housing Andreas Carlson.

"Sweden has unique conditions for giving ourselves and Europe a more independent supply of critical raw materials. Graphite is important not least for our production of steel, batteries and cars, and the Swedish mining industry is the most sustainable globally," says Minister for Energy and Enterprise Ebba Busch.

The Government's decision on 22 January 2026 to adopt the detailed plan proposal developed by the County Administrative Board of Norrbotten County will gain legal force as soon as it has been dispatched. The decision cannot therefore be appealed.

When the Government's decision has been dispatched, it is possible to take part in the documentation that forms the basis for the Government's decision to adopt the detailed plan by turning to the County Administrative Board of Norrbotten County.

The detailed plan was the last step in the permitting process, correct? Is there anything else that has to happen before Talga can mine?

There still is some very low level building permits but that won't stop the progress. The big change here is now all the boxes are ticket in the permit world we can now progress to getting all the financing in place and signed.

Interested in your thoughts about production from mine as Talga are still saying 2029.
"Talga said it was currently focusing on building its graphite processing plant in Lulea and that it hoped mining at Vittangi would start around 2029."
Given that building permit etc should only take a few months

why would we not be extracting earlier to sell in conjuction with potential US recycling plants and processing outside Sweden. Talga says the production timelines could be improved but indicating a 2029 start is difficult to understand. The new factory in Sweden surely with be finished well before then. Am I missing something?

Does anyone know who has to issue the building permit? Is it Kiruna? If so, couldn't they drag their feet or refuse again?
