The Democratic Republic of Congo and Rwanda have submitted their contributions, which constitute a preliminary draft of a peace agreement, as provided for in the declaration of principles signed in Washington under the auspices of the United States, a senior American official announced Monday.
"I welcome the draft peace proposal received from the DRC and Rwanda. This is an important step toward fulfilling the commitments made in the Declaration of Principles, and I look forward to their continued commitment to peace," said Massad Boulos, senior advisor for Africa at the U.S. State Department.
The two countries had committed, during a meeting held on April 26 in Washington, to present a joint text by May 2, 2025 at the latest. This commitment, endorsed by Foreign Ministers Thérèse Kayikwamba Wagner (DRC) and Olivier Nduhungirehe (Rwanda), is part of a broader diplomatic process, combining the initiatives of Nairobi, Luanda and Doha, under the coordination of the East African Community (ECA), SADC and with the support of the African Union.
The document currently being drafted includes commitments on sovereignty, security, regional economic cooperation, the return of displaced persons, as well as renewed support for the UN mission in the DRC (MONUSCO).
In the event of a persistent divergence on the content of the text, the declaration of principles provides for a ministerial meeting in Washington, under the mediation of the American Secretary of State.
This step marks a major development in regional and international efforts to end the conflict in eastern DRC, where tensions remain high between Kinshasa, Kigali and armed groups active in the region, including the AFC/M23.
