On August 15, 2023, an AVZ Minerals delegation made a courtesy visit to the headquarters of the Mining Cadastre, where it was warmly received by the Director General, Mr. Paul Mabolia and the Deputy Director General, Mr. Jacques Muyumba.
This visit had a double objective. First of all, it aimed to present the civilities of AVZ Minerals to the newly installed management committee and simultaneously, to discuss the social and economic benefits for the DRC of the Lithium exploitation project in the Manono by the company DATHCOM. The AVZ Minerals delegation was composed of Mr. Nigel Ferguson, CEO of the company AVZ Minerals, Mr. Landry Me
This meeting was of particular importance, especially since it marks the resumption of working sessions between the Minerary Cadastre and AVZ Minerals Ltd on the above-mentioned project.

For its part, DG CAMI, Mr. Paul Mabolia, was fully satisfied with this initiative and expressed his enthusiasm for the prospects for future collaboration. He also expressed his willingness to get personally involved, under the supervision of the Ministry of Mines, to ensure the success of the Manono project.
As a reminder, this project is of paramount importance, because it has the potential to transform the entire Greater Katanga region through the exploitation of lithium, a highly coveted ore. AVZ Minerals Ltd's unwavering commitment to the realization of this project is harmoniously combined with the vision of the Head of State, His Excellency Félix Antoine Tshisekedi, as well as with the senior management of the mining cadastre. This courtesy visit strengthens existing ties and lays the foundations for fruitful collaboration, aimed at achieving the ambitious objectives of the Manono project.

I agree mostly with this thought bubble SilentOne,You don't want the Chinese anywhere near a board seat on Dathcom or AVZ and that includes CATH.
If you are Chinese, all roads lead to Beijing - there is no such thing as Good Cop/Bad Cop - its just the CCP.

However, it's more a trivial quibble on semantics where I would posit that CATH have in fact been playing good cop, where they have offered a fair enough deal in the 24% purchase without the usual Chinese shitfuckery, they have publicly stood by us by honouring this deal via 247 thousand extensions. Thereby fulfilling their role.
I certainly agree that all roads lead to CCP, Zijin being the main state player was allowed to proceed via their preferred method known as to 'ratfuck' their way in via bribes and criminal activity. The CCP's second option is plan B (CATH) if for some unknown reason DRC finds its soul/conscience.
The deposit is far too large and globally significant for only one method/plan for the Chinese, enter CATH, hence also Simon Cong via Dathomir also buzzing around and known sympathisers/beneficiaries like Klaus becoming involved again.

It would certainly give the Chinese more reason to continue their high calibre shitfuckery, we could end up with port authorities bribed meaning huge delays on parts, plants, machinery. I always thought of it like a no interest loan, but I didn't think of what you said, you're right of course. Although dilution would be less of a loss than a greater ownership % of the stock you do hold.I think you should stop speculating Az
Pre payments for offtakes results in money not being paid for the offtakes when the mine is operating and money is required for OPEX, maintenance, mine expansions, returns to investors etc.
It results in capital raising via share dilution or more debt and there will already be enough of that involved in building the mine.
China’s slowing economic growth and other factors mean lower prices offered now compared to later when demand - supply is supposed to shift in favour of higher prices

$240M from CATH for a 24% stake goes a long way towards seeing the project a reality
With a keen interest in the end product and skin in the game I think CATH would be there for the long haul and a valuable partner to work with given their size and expertise
