Sorry peeps my calculations and code were incorrect so I have made some adjustments that makes the counter work off the start date of May 11, 2022 (initial suspension date). So now it adds 300K per day from that date and it will continue to do so until I stop it.

So now every time you look at it, it will be updating in real time.

I'm fixing the French version now. And with the help of my Ben evolent Guardian, we are looking into making it display at least a static image on twitter but don't hold your breath because I have no idea what he's trying to explain to me. Haha!

Just thinking outside the box, it appears assigning the northeastern part of PR 13359 to Zijin is not as easy as they have originally thought. We know that AJN is also after it, it seems there are two strong political forces behind each party fighting against each other. So far after 9 months, none of the two parties have secured their license. Even if one party does, it can still subject the DRC to international arbitration as the split was done against the mining code and under false pretenses. I am sure Nigel would have correspondences to back him up. Due to the urgency of this project, the MoM have no choice but to cancel the split and then approve the license as a whole.
Nigel doesn't consider the partition to be illegal according to his letter to the MoM. The overall point of his letter is that of the acquired rights and survival of the initial decrees because the new ones are illegal and based on political decisions rather than the law.

It would seem that Nigel shares the same suspicions of the DRC government's intent on this matter based on the reasoning in the new decrees that I raised here last weekend.

Here's the French one. And by the way if you have Google translate active you wont see it in French. You would need to Go to google settings / languages / and switch off Google Translate to view it.

The initial split was legal as we signed the waiver for it, even though it was against the mining code. From the ASX announcements we know that in return for the split we should have it back as a research permit which never happened.
Clearly our lawyers have let us down, if nothing concrete was signed to confirm this.
@9cardomaha, is it time yet to share your thoughts why 8196 (original Dathcom request to relinquish the north) is not available?

Chinese contracts: the IGF shouts at the sell-off of the country's mining resources and reveals the mafia network!

View attachment 29820

What everyone feared in what has since been called "Chinese Contracts" has just come true.

A report by the General Inspectorate of Finance, IGF, highlights that the Republic has sold off its resources in its contracts concluded under Kabila.

In fact, not having fresh capital to boost the development of the country, the regime had entered into a partnership with Chinese companies, in particular for the construction of basic infrastructure against the exploitation of deposits used for this purpose.

A joint venture had been created, SICOMINE to manage the interests of two parties.

Only then, after several years of implementation of this contract and exploitation of Congolese resources, the General Inspectorate of Finance comes to the conclusion that the resources of the Republic have been sold off and squandered against minimal achievements.

In the IGF report, the Chinese side has already exploited mineral resources worth 10 billion US dollars while the infrastructure built in return is valued at around 800 million dollars only and its impact is not visible.

To do this, the IGF simply recommends revisiting them.

"It is a question that the agency responsible for monitoring this program can begin a process that will lead to the revisiting of this agreement.

The glaring imbalance that has been observed, the selling off, the squandering of our minerals observed in this contract has been also the work of many misguided sons of our country who have accompanied Chinese companies in this macabre work against our country.

So now, by the will of His Excellency the President of the Republic, Head of State, the process is set in motion through the agency so that there is a rebalancing of the gains, advantages and charges in this agreement.

The DRC has made deposits available to the convention; deposits whose value is estimated at more than 90 billion USD.

Regarding the constitution of the company Sicomines, the DRC only had 32% of the shares while the Chinese part monopolized 68% for an undervalued capital of 100 million USD.

On the other hand, in the operation of this agreement, Chinese companies have already received a gain estimated at nearly 10 billion USD, while the DRC has only benefited from 822 million in terms of infrastructure.

Will it be necessary in the 822 million that we enter in depth to realize that there is no visibility of these 822 million", denounced Jules Alingete, inspector general, head of service of the IGF.

To convince us of the correctness of its argument, Alingete cites the example of the Cinquantenaire hospital, which is found in infrastructures of the order of 114 million USD when everyone knows that this hospital already existed and that it it was just a finalization that was done.

An article from October 2022 which goes a long way to explaining what we’re seeing with the actions of MoM recently ie the MoP & MoM meetings with the Chinese and the following revocation of our mining decree.

From the article:

“GOMA, DRC — China’s growing investments in the mining sector in the Democratic Republic of Congo (DRC) allow it to demand special treatment.”

“To help protect its interests in the DRC, China seeks guaranteed, unrestricted access to important decision-makers who may advance, safeguard, and even give top priority to Chinese strategic objectives. To build relationships, China reaches out to industry leaders, local governments, the media, and public intellectuals.”

From memory at the RS/AMG Nigel didn't appeared too worried about Nth/CDL ? Something about too much mica and Roche Dure being the main prize ? Something about AJN being none of share holder's business ? Are Zijin , Klaus(ajn) , Cong (dathomir) , Cominiere ,Corrupt DRC Ministers/ officials playing on the same team ? So many questions

I don’t think they are on the same team, Zijin is demanding Northern section, whilst AJN is also applying for the Northern section.

Probably the most baffling aspect of this fiasco is the inaction of Felix, his failure to support AVZ to this point is one of the great mysteries. I can clearly remember the photo of Felix announcing the fabled Battery Council with heavy hitters lined up beside him. This is when I went big on AVZ. Since this point – crickets!!

The ticker showing the immense losses to the DRC people (thanks Spike) is directly attributable to the inaction of the President. Forget about MoM, MoP, Mupande and the Chinese. If a mug punter from the backblocks in Australia knows about the corruption in his far-flung country, then surely the president of said country is also aware.

Any plan he has been implementing to rid the country of corruption has failed. If his plan is still being implemented, it is a flawed plan and he has cost his impoverished people plenty. My only thought is that he is in some way compromised and unable to act due to the threat of being exposed.

Mr President “what is the reason the bottom dwellers are still in office and why are corrupt elements still claiming ownership of what AVZ have worked to create? This is the question we need answered and someone needs the balls to ask it!

Couldnt agree more Daz.........Felix has been a massive disappointment, has massively disrespected AVZ for all the work that has been done over the years in good faith.

Not only has he let down AVZ, he has let down the IGF crew for failing to act on their recommendations, he has let down his people, no doubt the DRC international reputation has gone to a new low and the corruption cycle continues to grow unabated......its got me absolutely head fucked !

When is the DRC going to wise up and realise China doesnt give a fuck about win, win relationships, they just want to swiss cheese their minerals by any means necessary to control global commodity pricing to their own advantage .

There has been a lot of talk coming out of the DRC about the decision regarding what happens in relation to the Dathcom joint venture project being a political decision.

Lately the IGF report around Sicomines seems to be getting a lot of publicity and attention. It is more difficult to ignore this report where China has systematically been stealing billions from the DRC over years and years.

Hopefully this goes some way in swaying future decisions regarding Dathcom. The IGF talks about renegotiating past contracts to make them fairer for the DRC and stop the Chinese exploitation. My hope is that there is someone with some form of functioning brain over there that can say...hang on...we have a project right now where China is attempting to exploit the DRC again. Let's not let China do the same thing for this project going forward.

Once again it is just a hope and progress is slow, but the publicity around the Sicomines contract is slightly encouraging. Felix has helped encourage the IGF to make these findings. If he had no interest at all in decreasing China's exploitation of the DRC then he would not have enabled the IGF to report on these issues.

Question is....

Why enable a report and then do nothing with regard to the findings???

Anyone can enable a report but unless actions are taken it's a useless piece of paper

Because China still have huge influence over the DRC and many allies, which they have built up over many years. It is evident that DRC can't just stop corruption all at once. Exactly how much of this is due to lack of desire or lack of capability is up for debate.

My hope is that as more of these IGF reports which are very anti China in their conclusions come out, there is a SWAYING of political alliance away from China, as more and more evidence builds up. Dathcom is just one project which has not even started yet. The systematic stealing from DRC by China for decades carries more weight and is harder to ignore.

The strong IGF findings against China give me some hope that there may be some small amount of progress being made.
