I am hoping that " the exciting developments behind the scenes" comment that DEBOSS mentioned alludes to the long awaited LOCKE mitigation funding being formalised.
Will certainly need it to service all those arbitration cases plus give our enemies the big salute in the process........
That may predicate another " exciting development " by way of a MOU deal formally executed as a result.
Just speculating.

Locke funding only means we aren't dead tomorrow.
We were meant to have Locke funding a year ago.
Exciting developement behind the scenes means a successful investment.
Deboss winked many times and none of those times eventuated.

So AVZ proceeds as per original timelines and is now in production. Rio comes along looking for likely M and A targets as per Arcadium. What would RIo be offering per share for AVZ?(Guessing 15 - 20 billion) The greedy, corrupt, dumb fucks in the DRC would have been pocketing 30% in tax! What do they have now as a result of corruption.

The likely reason why the $20m was stolen now, through cooperation of Zijin/Other corrupt DRC and Chinese criminals. $AVZ will win the case below and if Dathomir did not pay damages, $AVZ could have taken the $20m AND the SPA %s.
So Dathomir, Simon Cong, Zijin etc arranged for the money to be stolen before it could be confiscated and awarded in damages to $AVZ

We have discussed adnaseum about the fact our enemies are attempting to bleed us dry financially, so they can complete the steal with no further challenge.
So in the absence of a white knight TO from the US, Locke funding is vital to provide a strong signal to our enemies that we are equipped to fight to the death right up to ICC / ICSID final deliberations.!!
In doing so, it might force that MOU to come to a conclusion alot earlier as our enemies know they have little to no chance winning the legal battle.
So for me Locke funding secured would be a " exciting development" aka Deboss
Yes, Locke funding has taken a extrodinary long time to execute, but given our current parlous financial situation, Locke wants guarantees that they are going to get their 20m back with interest, completely understandable, its complicated.
The irony is if the BOD didnt decide to further define CDL, Locke funding wouldnt be required. Now Zijin are using the extra data AVZ provided to further their own cause......define and construct at warp speed.
Look, nothing is a definite , but i cant imagine DEBOSS stating " exciting developments " if indeed there wasnt any....especially in his new role with the BOD overlooking his shoulder and giving him the go ahead to release.

In the absence of a court within the DRC recognising the fact that the impetus was on Cong to initiate arbitration through the ICC (With the assumption that is in the SPA's or it reverts back to Article 11.1 of the Dathcom JVA which is a given considering they are hearing the cases) and not through the DRC back alley court system if he wished to try and terminate the SPA's to renegotiate higher prices for the agreements because he is a dipshit that panicked when lithium prices crashed in 2019/20, no
Without this process Graeme would also need to go to jail as it currently stands within the DRC legal system so there's that to deal with too
