(I'm gonna whinge about this announcment so will do it in the bar, because on the whole I think it indicates positives)

OK so what a fking bullshit announcement.... I don't know what is price sensitive about this.

Given it says nothing new, I have to think the timing is deliberate and has something to do with the REsourceEU announcement today. either:
  1. Company is expecting we're not included and wants to soften the blow
  2. Company is expecting we are included and wants to make sure there's clear air for take off without people still thinking there's gonna be funding dilution or delays.

But what I hate most about it is they dare to present this bullshit to us as plans being "accelerated".
WTF!!

WTF in here is being accelerated? What exactly has been brought forwards to be achieved faster than a previously planned timeline? To me everything in here still reads as delays. There's a thousand ways they could have presented this new strategy factually and it still been good news, without having to bullshit holders that things were accelerating.

For those that have been here a while, you might also remember a time when Talga said they were 'accelerating' - almost 5 bloody years ago. Accelerating towards a planned 2023 production start!

The company has previously shown slides indicating 2025/26 we'd be scaling up to 100ktpa. THAT was supposed to be accelerating. And now they want us to buy their crap that producing 5ktpa in 2028 is accelerated!

If there's delays, fine. If you need to pursue a staged execution to manage funds FINE. You know you have a pretty loyal shareholder base.
But please Talga don't try to bullshit shareholders with claims of 'accelerating' things that are clearly actually being pushed further out from what you've communicated, and don't put out announcements that just remind everyone of how terrible you've been with timelines over the years. It's insulting.

Here's a rule for you - if it doesn't involve a volume larger, a date earlier, or a valuation higher than what had been communicated previously - DON'T TELL US YOU'RE 'ACCELERATING'

I would like to point out that we are now hearing about this officially for the first time, rather than through the Swedish local press.
And the acceleration is a matter of perspective. If Talga were to stick to the existing plan, it would have to wait for the land allocation appeal process. The appeals have a deadline of December 18. And we don't know whether the office will grant an extension or not. Then the whole thing would go to court in Umea. There would be a new deadline for comments, followed by a processing period of unknown length, and then, after the result, a three-week period before it comes into effect.

Talga did not want to wait for this and is proceeding on a smaller scale, even with the latest schedule, without waiting for the land allocation appeal process. So you could see it as an acceleration compared to the real circumstances and not ahead of the theory.
We know who is to blame, and it is not Talga. The board is just trying to make the best of the circumstances in Sweden.
That's how I see it. Unless I've overlooked something.

By the way, Talga fought vigorously in the land allocation process and the Sami are only getting a fraction of what they demanded. Bergsstaten saw no reliable calculation on the part of the Sami and its ruling is very close to Talga's demand and very far from that of the Sami.

But I understand you.

Sami claim:
Costs/legal costs (partial claim by the Sami community): SEK 28,400
Compensation for overtime (Sami guild): SEK 5,781,530/year
Compensation for impaired hunting and fishing rights (Sami guild): SEK 10,514,900/year
Total: SEK 16,296,430/year
Total over the term of 25a: SEK 407,410,750

Bergsstaten's decision:
Recognised procedural/partial costs to Talma Sameby: SEK 28,400 (deemed reasonable and payable).
Compensation for lost reindeer grazing land (determined according to calculation + 25% surcharge): SEK 208,500 (rounded).
Compensation for restriction of hunting rights (as other damage): SEK 99,500 (as stated in the decision).
Total for the 25-year period: SEK 308,000
Conversion: AUD 1 equals SEK 6.19 and €1 equals approximately SEK 11

They will therefore receive a rounded reimbursement of 0.076% of their claims, as the calculation was not reliable and was based on scenarios that are not yet foreseeable and cannot be reliably quantified.

Damages and additional expenses may arise during active operation, but these would then have to be renegotiated at the appropriate time.

I don't want to kick them when they're down (nachtreten), but it looks like they've gambled away their chances (verzockt).
From Talga's point of view, claims for damages relating to fishing rights are inadmissible, as the Torne does not belong to the area. Bergsstaten nevertheless awarded them a small amount of SEK 99,500 in compensation for the restriction of the Sami's hunting rights.

PEL mine should come on line in 2045 just in time to service Talga's first stage anode refinery
