No one likes to hate on Mupande as much as me but this ain't his doing by my reading of this
All it says is that he is responsible for the 'execution' of the new decrees in his role as DG of CAMI
The original in French says l'exécution which also translates to 'the implementation' in English
Reads ok to me:
1) Considering that Cominiere have disputed dathcom ownership on 7 dec"
2) Considering the ownership squabbles have delayed progress while that plays out"
3) And that the split tenement seems to have all parties hyper vigilant guarding their interests and therefore making resolving points 1) and 2) very difficult,
We'll rescind the split tenement decrees so we can get back to resolving point 1 in an efficient manner.
My input:
- Resolving point 1) might not be that hard at ICC, especially if some people are in the clink.
- Until point 1 is resolved, we still have ownership issues which is the original reason for suspension, and the ASX won't force us out of suspension.
- We've removed a reason for CAMI to not use a calculator.
So, not that bad.
And yes, CAMI are being told pointedly by MoM to execute rescinding the decrees thereby removing the split. The decision is from the MoM.

The talk of hostage in the new ministerial decree is in a different sentence relating to the overall conflicts between shareholders 'exacerbated by the signing of the initial decree'. Unclear to me if the three points all relate to each other or are to be read separately.
I brought up the idea of a new decree for Dathcom getting PE13359 in its entirety a month or so ago. But I always thought it would happen at the same time as cancelling the old one. There will be a new decree at some point but I have no idea if it will be for Dathcom and if so what percentage of it AVZ will hold.
The overall sense I get from this new decree is that above all else the DRC government wants this show on the road 'given the need and urgency'.
Yes I also get the sense that this will all come to a conclusion sooner rather than later now imo.
I would hope we hear more about what the intentions are in the coming days.

Exactly, I would have been more comfortable if Nigel had attended the forum and given his presentation. The fact he cancelled reeks of panic and confirms that the BOD had no idea that this was going to happen.

If you move down through that link you’ve provided within your post which has the cominiere letter from Dec 22 requesting that the decrees be pulled up ; undeliverably the first and main reason for this pull up , is that Cominiere state AVZ filed an application for the renunciation of part of PR13359 without the approval or COMINIERE …couldn’t make this shit up. DG getting his back covered by his mates most likely ; ‘it was all AVZ ; they filed an application for it to be split … be interesting to see such application

FT wants the project to move on ; Upper tier Cominiere management were taken up by the law . If Cominiere had of been let flitter their 15% away to Zijin for $36m and the north relinquished we’d be already trading and hearing zilch from CAMi or Cominiere .
CAMI issue gone , Cominiere hierarchy now out of position , ROFR does exist…. That 15% that has Zijin rolled on it … that miraculously turns back up .. I think all things will go away; Cominiere pulls in $150m+ and it’s a good deal .

Did AVZ agree to split the northern sector of 13359?
Did AJN then apply for the Northern Sector of 13359
Is not Nigel a 10% stakeholder in AJN?
How is this NOT a conflict of interest by Nigel?
How are they able to still present this to investors if 13359 is no longer split?

That’s another matter and I don’t think that that would play in issuing of a new decree tbh ; that Dathomir case , I’d be very surprised if that finds any legs what so ever, but yes it still appears to be a ghosting issue which needs to be cleared off the table . There’s an impending ICC case to deal with that thankfully.
Best case scenario here and a lubed up Avenue would be Zijin issuing offical letter stating that it has no legal holding on the 15% and from there everything should move on with AVZ issuing a sum ; if zijin or other choose to come in at a higher price , we’ll there’s nothing we can do about that as everything is above board
