Maybe are more specific question can be asked of Franck regarding the PM’s relationship with DG of CAMI if this narrative is worth exploring. I remember some press articles around the support of the PM for Zijin and even Franck says PM has the power to remove DG of CAMI yet does nothing.

Posting this article as the last few sentences are particularly of interest to me. Yes the PM has a dodgy history and was appointed by Felix to end some power wars and form Government. Snake for sure IMO.

PS. Doesn’t the PM and Princess make a lovely power couple.

The Prime Minister, Jean-Michel Sama Lukonde, closed on Wednesday, July 06 in Kinshasa, the 4th phase of the work of the Joint Technical Commission responsible for the reform of the mode of management of water and electricity consumption of official bodies and beneficiaries.​

In his speech, the Head of Government congratulated the Minister of State in charge of the Portfolio, Adèle Kahinda Mayina, and all the members of the said Commission for downed Work. He also welcomed the relevance of the recommendations made by this Interinstitutional Commission, which, according to him, meet the "People First" vision advocated by President Félix Tshisekedi.

"As my capacity as head of government, I often wonder about the expected performance of these two companies, in the face of the important portfolio of unpaid amounts arising from the consumption of water and electricity of the official bodies and beneficiaries. It is in this capacity that I appreciate, at their true value, the recommendations of the Joint Technical Commission and encourage the Minister of State, Minister of the Portfolio, to continue in the same momentum, in order to achieve, with the help of those responsible for the sector, to the consolidation of the finances of the Portfolio companies, "said Sama Lukonde.

Among the recommendations made and which will lead to the payment of state claims due to the Régie de Distribution d'Eau (REGIDESO) and the Société Nationale d'Électricité (SNEL), the Minister of the Portfolio said she noted "with satisfaction" the urgency of the signing of the interministerial decree to determine the eligibility criteria for the assumption by the Public Treasury of

- The outright removal of the notion of entitled person;

- The payment by beneficiaries of housing at the expense of the Public Treasury, bills for their water and electricity consumption;

- The failure of the Public Treasury to cover the water and electricity consumption of buildings housing political institutions, public services and public institutions under the provinces and decentralized territorial entities (TDS);

- The unequivocal fixing of the list of beneficiaries of the coverage of water and electricity consumption.

In addition, Princess Adèle Kahinda Mayina praised the quality and reliability of the results of the said work of the Joint Technical Commission.

"The quality and reliability of the results achieved by your work are undeniable; therefore, please receive with pride all my sincere congratulations for your assiduity and spirit of self-sacrifice. We remain convinced that, through this work, the expectations of the Government of the Republic are fundamental: there are not only the interests of the Republic, but also of these two companies of which the State happens to be the sole shareholder, "she said.

In conclusion, recalled this member of the government, the initiative of this Interinstitutional Commission "debactly comes from the stated desire of the Government of the Republic to find an effective and sustainable solution to the thorny problem that calls into question the very principle of the continuity of operations of our two companies in the State Portfolio, with the management of water and electricity consumption of official bodies and beneficiaries

It should be noted that this Commission was composed in particular of delegates from the Presidency, the Primature, the Ministries of Budget, Finance, Portfolio and Hydraulic Resources, and the Superior Council of the Portfolio. It was created since September 2015, on the initiative of the Prime Minister who instructed the Ministry of the Portfolio to set up a regular cross-payment mechanism for reciprocal debts and debts between the State and these Portfolio companies.

Lack of progress from Pres FT to clean it up is the biggest worry - does he have an Ace up his sleeve? Time is running out to play it. IGF Jules is risking career & life playing openly on the field. When will FT openly back IGF & act?

I agree FT looks the most suspect out of all of them at this point. It's amazing he's not mentioned the situation since the Africa business forum in 2021.
