There is more information flowing out of the meeting in Addis Ababa
The DRC and the United Nations Economic Commission for Africa (ECA) are keen to accelerate the operationalization of the Cross-Border Special Economic Zone where the first plant for the manufacture of electric battery precursors will be installed. The issue was the focus of a high-level meeting on Wednesday, 5 October, at ECA headquarters in Addis Ababa, Ethiopia.
Tomorrow (Thursday) (Our Friday) is the appointment of the leaders by the President of the Republic of this Congolese Battery Council which will as I say ensure this governance there so that the governance of the battery sector get out of the environment and essentially political microcosm to be reserved simply for the technical microcosm," Congolese Industry Minister Julien Paluku told reporters.
(This was yesterday so I expect reporting delay will result in us finding out tomorrow who these leaders are)

Perhaps this is the meeting where someone asked where the Lithium is coming from ? (what agreements are in place ?)
When can we expect it to be delivered
4 x 500 hectare blocks is a large space which indicates the capacity for not just one plant but 4 independent plants
Perhaps 2 for China , 1 for Europe and 1 for Africa
What nothing is signed off for lithium supplies !!!!!! (Political embarrassment for all concerned and neighboring country participants and ECA)
Momentum Tweet is a hint this has been raised and perhaps escalated, and rectified
