ARSP cancels the contracts of three subcontracting companies for violation of the law by SICOMINES
The Regulatory Authority for Subcontracting in the Private Sector has sanctioned, for non-compliance with legal measures, three subcontractors who between them hold contracts worth more than a billion US dollars.
The first two companies targeted by this administrative measure are the companies CRSN (CREC7, CREC 9) and International Fourteenth First (Company 141) also called Synohydro.
They are held by the shareholders of SICOMINES who disguise themselves as subcontractors, notes the ARSP.
The third company sanctioned is Bangde Construction.
“These companies are not eligible, they are paid abroad and that does not benefit the country’s tax administration.
We have given a moratorium to prevent all SICOMINES operations from stopping suddenly and these companies will be replaced by companies with majority Congolese capital,” said Miguel Kashal Katemb, general director of ARSP.
According to him, this measure will allow Congolese companies to win contracts and hire several thousand young people.
Miguel Kashal specified that this approach is part of the President of the Republic's fight for job creation, through the promotion of entrepreneurship and the diversification of the national economy.

Sinohydro is a Chinese state-owned hydropower engineering and construction company.
In the 2012 Engineering News-Record Top 225 Global Contractors, a ranking by annual revenue, the company is 14th by overall position, and 6th among Chinese construction companies.
SINOHYDRO Corporation Ltd. offers engineering and constructions services.
The Company provides hydropower engineering, hydraulic engineering, airports, and highways construction services.
SINOHYDRO also offers investment, building materials sales, import and export, and other services.

Decision is pending and did I read somewhere this is suppose to land before end of Feburary. strange how @9cardomaha use to come on here to give us updates on here on this sort of thing, makes me wonder what happened? Zijin Bor Copper, the Serbian unit of China's Zijin Mining Group, has suspended production at its Novo Cerovo mine in eastern Serbia after a road blockade by local villagers interrupted the supply of raw materials to the mine, local media reported on Tuesday.
Since all stocks of diesel, explosives and raw materials have been exhausted, the Novo Cerovo surface mine has to temporarily stop work, news agency Tanjug reported.
According to media reports, local people have been holding protests against the mine since the end of January, saying that it is polluting the air, water and soil in the region.
The estimated capacity of the Novo Cerovo mine is 2.5 million tonnes of ore per year.
In 2018, the Chinese group injected $350 million (326.5 million euro) in the capital of Serbian copper mining and smelting company RTB Bor, becoming its majority owner. It later renamed the company to Zijin Bor Copper.

It is now crystal clear that the accusations made against the General Inspectorate of Finance (IGF) by mafia public managers and their acolytes are false.
In his face to face with the press this Thursday, February 22, 2024, President Félix Tshisekedi said only good things about this structure placed under his direct authority.
In recent days, hoaxes have been published here and there on social networks, accusing the IGF in particular of having transformed itself into a consultancy company to fill its coffers.
Communicators with a weakness for easy money were engaged in this diabolical campaign.
They and their occasional financiers ignore or pretend to ignore the content of Presidential Order No. 20/137-b of September 20, 2020 modifying and supplementing Order No. 87-323 of September 15, 1987 creating the IGF , especially in its article 2, which provides that it benefits for its operation, from a budgetary allocation, by way of transfer, corresponding to 10% of all retrocessions paid to financial administrations.
Also, it benefits from a 5% retrocession allocated to assessment services, for orders resulting from the results of its missions.
The legislator also provided for the General Inspectorate of Finance to receive a portion of the revenue transferred to the services involved in the management and control of the financial operations of the central government.
These include royalties and remuneration costs for services rendered for the export of commercial mining products.
This is not all because it receives an allocation identical to that received by financial authorities following adjustments of taxes, duties and evaded taxes, for the motivation of its staff.
This, in accordance with the advantages recognized in the administration regulations with regard to the career and functions of the financial inspector.
Moreover, each year, the IGF is provided with an operating budget and therefore has neither the interest nor the need to ration the public companies whose financial management it controls to find the means to support itself.
Thus, placed in the best conditions, the general inspector of finances, head of department, Jules Alingete and his constituents, are focused on their mission: the fight against anti-values in the management of public finances.
And, their work is appreciated and applauded by the Head of State.
The latter underlined this in his press conference on Thursday February 22, 2024 in these terms:
“This time we are ready to frame this money {editor’s note 7 billion from SICOMINES} with the IGF, this nasty dog that barks at the slightest stupidity.
So, we have all the necessary instruments that will ensure that we will use this money for what it was raised for.”
No more false controversy created by a minister, that of the EPST not to mention him, who moves earth and sky to find a justification for the management of the participation fees for the State Exam, amounting to several dozen millions of dollars.
