More so the change in tone. Previous comments had been extremely antagonistic. They've presented the situation as if AVZ is a distant memory to them, but now they're saying we just need to come to a negotiation table.

Honestly, this sounds like the meaning is being lost in translation / his poor grasp on written word.
The meaning I take from this is still antagonistic in nature,, basically externalizing the blame saying 'All this could be sorted out in a few days if only AVZ would come to the table for 'simple and objective' talks. IE we are over complicating things by asserting our rights and not playing their game.
Here is an older screen shot from June 23.....you can see clearly that things changed. The container units are all set up apart of a few on the left side, which are now in @cruiser-51 photo are all lined up.... so, there is clearly work done, most probably by Zijin.

It's official, the now former Prime Minister Sama Lukonde officially submitted his letter of resignation, this Tuesday, February 20, to the Head of State.
The tenant of the prime minister's office finally opted to sit in the lower house of parliament.
It should be remembered that Sama Lukonde was at the head of the Government since February 15, 2021, at the end of the national consultations that the Head of State initiated in November 2020.
Well before the resignation of the Prime Minister, several ministers elected as national deputies had resigned.

Head of the General Inspectorate of Finance -IGF-, Jules Alingete is the choice of the DR-Congolese to run for Prime Minister.
This inspector general of finances, according to a survey carried out by “Les Points” and published on Sunday February 18, 2024, was designated by 62% of those questioned as the one who has the stature to take over from Sama Lukonde at the helm of the government.
They justified their choice by mentioning the establishment of financial patrol in the various public services – institutions, businesses, establishments, etc.
An initiative which “made it possible to thwart embezzlement and other predations of state resources”.
In the hit established by the “Les Points” institute at the end of this survey, Alingete distances his direct pursuer, Daniel Mukoko Samba, former Chief of Staff of Adolphe Muzito then Prime Minister.
The former Budget Minister under Matata received 28% of the votes cast by the DR-Congolese who recognize in Mukoko Samba a certain mastery of "the socio-economic challenges that the future head of government of the DR-Congo will have to face ".
Jean-Pierre Bemba, Deputy Prime Minister in charge of Defense, comes third with 11% thanks, among other things, to his experience acquired during his time as Vice-Presidency of the Republic between 2003 and 2006.
Below, the results of the survey conducted by the “Les Points” institute on the subject of primaturables.

In the Democratic Republic of Congo, the time has come for political negotiations with a view to establishing the leaders of the institutions for the new mandate.
After the appointment of Augustin Kabuya as an informant in order to identify the majority coalition in Parliament, due to the failure of a political party or group to have won 250+1 seats at the end of the legislative elections on December 20, these negotiations are more intense.
Within the Sacred Union, everyone is jostling at the gate to succeed Sama Lukonde as Prime Minister.
Indeed, in accordance with article 78 of the Constitution, the Prime Minister comes from the ranks of the parliamentary majority which, barring any major surprises, will return to the Sacred Union of the Nation, the political family of the President of the Republic.
Based on this observation and in view of the political negotiations in progress, the polling institute “Les Points” consulted the Congolese about their choice of the next head of government and his profile. Therefore, this survey has two parts.
The first concerns the criteria that the next distant successor of Patrice Emery Lumumba must meet, and the second attempts to detect the choice of the Congolese for the future tenant of the castle on Avenue Roi Baudouin.
Profile of the next PM
The next Prime Minister must embody competence, rigor and knowledge of the functioning of institutions.
This is what emerges from the survey where the assertions “Be competent in the efficient and rigorous management of the State” and “Have perfect knowledge of State institutions” were each designated by 28.6% as elements essential to the profile of the next Prime Minister.
“Know the country and its problems well”, “Be able to reassure the Congolese population on the security level” and “Be able to reassure the Congolese population on the economic level” are the other criteria each mentioned by more than 20% by the interviewed.
These different criteria required of the next head of government clearly reveal the challenges he will have to face, as the DR-Congo is faced with a multifaceted crisis affecting vital sectors, in particular:
The economy, notably the loss of purchasing power symbolized by the fall of the national currency against foreign currencies, notably the dollar;
— Security with the persistence of the war in the East of the DRC, provoked by Rwanda and its M23 proxies.
Which insecurity is reinforced by the activism of other rebel and terrorist groups who roam the provinces of Ituri and North Kivu, in addition to the Mobondo attackers in Maï-Ndombe;
Alingete, at the head of the Primaturables
Considering the criteria previously determined, who has the stature to succeed Sama Lukonde as Prime Minister?
The answers to this question leaned in favor of Jules Alingete Key, currently Inspector General of Finances head of department at the General Inspectorate of Finance (IGF), accredited with 62% of favorable opinions.
The finance cop was designated by the vast majority of those interviewed because of the establishment, by his person, of a system of rigorous control of the management of public funds in institutions, establishments and public companies by means of the financial patrol.
This made it possible to thwart embezzlement and other predations of state resources.
Alingete, at the head of the IGF, replenished the state coffers to the point of boosting the growth of the state budget.
He also helped the country win through his investigations which publicized the Republic's shortfalls in various public-private partnerships.
Notably the famous Chinese contract, revised after revelations by the IGF concerning the imbalance in the distribution of the benefits of this agreement based on the exploitation of mines by Chinese companies in return for infrastructure for the DRC.
This revision, concluded after nine months of negotiations, allowed the country, in the infrastructure component, to benefit from 7 million dollars for national roads with obligatory annual disbursements of around 324 million, or more than 1.250% per year. compared to previous annual disbursements.
