I’m calling bullshit. Per the Mining Code:

• A mining lease can only be granted to the applicant i.e. Dathcom.
• The first page extends the Research Permit, yet the second page calculates the surface fees. That’s not a thing - surface fees are only applicable for an Exploitation Permit, which Cominiere does not have as evidenced by the alleged extension of the Research Permit on page 1.

It’s is a non sequitur. It’s fake IMO.

Yep. Matching doesn't isnt inductive proof. It just means the possible forgery as been matched to CAMI.

You pay surface fees on both exploration and exploitation. It's just much less on exploration.

Correct Hodl. Specifically on renewals of PR under Article 62 (a) of the mining code.

Also, Panic amongst shareholders isn't the goal. Seizure of Manono is the goal. If you think this document and the apparent recent reapportioning of our exploration permit to Cominiere by the MoM isnt a significant step in that direction then I'd hate to see what you'd call bad news.

Why would they need to do that?

Cominiere's plan is to form a JV with Zijin at a 76% to 24% split in Zijin's favour using the rights to 13359 they now claim to have. Which has been backed up by the MoM and new CAMI DG. The document shows the MOM justifying this by citing the Kalemie high court decision on May 3 2023 which was is in violation of the ICC emergency order preventing Cominiere terminating the Dathcom JVA.

But clearly the MoM doesn't give a fuck about the ICC. Technically under the mining code Zijin and Cominiere should have to go through the whole drilling process again and then apply for a PE as it is a new applicant but as if they won't just use our DFS numbers and have it rubber stamped by the Minister of Brown Bags. This will end with us making an out of court settlement at the ICSID with the DRC government and Zijin is going to pay for it on their behalf imo

What do you think the damages claim will be?

Mining code is on our side, Legal recourse is on our side.

It's currently listed under Cominierie, it has been for a while, and yes we as AVZ inverstors don't like this, it's been a worrying thing for us.
AVZ BoD recently explained what's going on with it and provided a reasonable explaination (better late than never). Fighting bastards indeed.

Whatever this is we will find out in time.
I don't find it to be something immmediately frightening, though no I don't like it.

I can’t imagine that the Minister of Justice would have approved this change (especially as the Presidents recent instructions at the last Ministerial meeting were that both ministers MoJ & MoP were to oversee this file).

Only interesting part of the mmga shit is this document.
After it the MoM ordered the extension for 5 years for cominiere until 2027. The favorable decision from cami have been stopped and the transformation from a PR in a PE have been faded this month. Looks like the DRC is doing again the opposite they said to the company. I have no idea how this shit is matching with a MoU and pathing to ML. Any explanation anyone?

Im just 'calling something bad' because it is looking like something bad. You are calling it something different? Yes then permit was listed under Cominiere in CAMI, but we all said dont worry its fine, its just the portal that was controlled by CAMI and it was changed by JFM in any case. Now its documented as transferred on order of the Minister of Mines, and duly implemented by CAMI and that's still fine? And its being extended and paid for by Cominiere? We can seemingly explain away anything bad by saying it's OK the Mining Code is on our side. We'll what's the result we are seeing?

It does indeed look like a licence extension, as you say, but also as a licence extension confirming the stripping of the licence from Dathcom. You say you dont find that to be frightening? Sure, put your head in the sand a little deeper. I find it seriously concerning, and would think anyone with a modicum of sense would also be concerned. How does this fit with an MoU towards gaining Dathcom a ML?

I'll get ripped into for this no doubt, for always jumping at shadows, but I see this as what it is - bad news.

If it turns out to be fake then I'll humbly apologise, and sure we need some more clarity, but dont bite into me for suggested some that looks negative might be negative. Anyway I guess we'll find out soon enough. Surely you'd think this is cause for an AVZ announcement.

Btw here's a post from @Winenut from May showing what 13359 looked like up until a few weeks ago when I last checked. The grant date was 28/12/16 and the expiry day of 27/12/21 is now the new grant date in both the CAMI document and the CAMI portal with both having the same expiry date of 27/12/27. Can't really get much more confirmation than that.
