Kasaï-Oriental: the Igf blocks the province's bank accounts
The General Inspectorate of Finance (IGF) has, in a correspondence dated May 3, 2023 addressed to the managers of certain banks, decided to block all the accounts of the province including BGFI Bank, Equity-BCDC, FBN Bank, Trust Merchant Bank (TMB ) and Cadedo, created by the governor and his government, due to suspicions of financial embezzlement.
No outflow of funds from the State is authorized until further notice, except for the accounts of the Provincial Assembly and the General Directorate of Revenue of Kasai-Oriental (Dgrk-Or), specifies this correspondence, a copy of which has been consulted by Mcp.
The same source specifies that this referral could only be lifted by correspondence from the General Inspectorate of Finance.
It should be noted that, according to a source familiar with the matter, the Igf would have found irregularities in the management of the province's public resources, in particular excessive spending, dubious public contracts and embezzlement.
It would also have revealed violations of the principle of financial autonomy of local authorities.

IGF: after a control mission to SECOPE, the PNC and the army, 961 State agents assigned to payroll brought to justice
Despite all the mechanisms put in place by the government to curb any inclination to subtract funds from the state, the reckless accustomed to enriching themselves on the back of the state do not feel challenged.
This is the case in view of the results of the control carried out by the General Inspectorate of Finance (IGF) within the institutions of the republic which manage the largest number of state personnel.
Indeed, in a press release published on April 27, the IGF denounces the anti-patriotic behavior displayed by certain payroll managers at SECOPE, the Congolese National Police (PNC) and the Defense Forces of the Democratic Republic of congo.
According to this press release, +or- CDF 15 billion, i.e.: US$63.4 million land each month in the pockets of the mafia with the involvement of 961 agents and executives in charge of payroll in the 3 institutions.
This means that it is very early to say that we are at the end of the rope of this gigantic machine which continues to taunt the State.
Below is the quintessence of the IGF press release:
1) 145,604 paid agents with incorrect service numbers, fabricated for payroll purposes;
2) 53,328 Agents alone having more than one registration number in the file with the same name;
3) 93356 who share the same service number with other equally paid agents;
4) 43,725 agents paid without their names appearing on the declarative lists of their original departments;
5) 961 payroll officers are found on several payrolls of several departments. Many of them are on more than 15 payrolls.
The shortfall suffered by the Public Treasury is estimated at CDF 148,999,750,440.95 per month.
Already, the statement continues, certain cases of manifest irregularities are being deactivated.
The list of 961 agents in charge of payroll processing involved in the mafia network will be transmitted to the judicial authorities.
On the instructions of His Excellency the Deputy Prime Minister, Minister of the Public Service, the General Inspectorate of Finance will continue with the General Inspectorate of Administration the work of cleaning up the file of staff of State Agents.
