Its basically the same but google translate was freaking out with the word no in front of the numbers. When read as it it should be it makes more sense that ACAJ were talking about how the 2 new decrees directly relate to the 2 initial decrees.

Important to note that the northern 82 carrés that are to be renewed under PR in a JV with the DRC government according to AVZ's May 4th 2022 announcement are not mentioned in the ministerial decree for the southern 139 carrés as a PE. So there must be another decree for splitting the tenement. None of the decrees are available for the public as far as I know. The decree for PE13359 was released by Franck Fwamba.

Hard to make out. And there seems to be different numbers on each page. There could be another filing number used that's not on the document too.

But ACAJ are 100% referencing this document when they talk about the decree 'granting exploitation permit number 13359 to DATHCOM Mining SA'.

Should be Decree 145?
Could be a mistake on ACAJ's behalf or could relate to another decree. But it's definitely from that numbering system.

These 2 new decrees directly relate to the ministerial decree for the PE and another decree that must have been issued about the north to legally partition the tenement. So the reference to rights owned by Cominiere is the 20% (15% Zijin and 5% MMCS) approved for transfer by the MoP due to the ownership at the time of the initial decrees.

This is extremely good news. Now AVZ can activate its first right of refusal on the 15% from Cominiere. And Cominiere can then cede their remaining 10% to the DRC government after the licence is registered. Womp womp Zijin imo.

The representative of China in the DRC being satisfied with the good relations between his country and the DRC, indicated that his country has focused in the dynamics of bringing its technology for the industrialization of minerals on site in the DRC.


“The mining sector is one of the pillars of otherwise-Congolese partnership, which is based on win-win cooperation.

"I came not only to say goodbye to the end of my mandate of more than 3 years in the DRC, but also to take stock of cooperation in the mining sector with the Minister of Mines as well as fruitful and constructive exchanges, but also on the new future prospects," said the Chinese ambassador to the DRC.

It further means that: “we all agree to the mining cooperation between China and the DRC.

It is a win-win partnership that deserves to be reinforced with investments.

We are ready to go hand in hand in our win-win partnership,” said Ambassador Zhu Jing.

IMO there is a delay in the reshuffle because of the visit by the pope. You can't air your dirty laundry in front of the world. I believe that it was reported that the reshuffle could take up to a couple of weeks from when Felix returned to the DRC. So, we can look forward to next week.
Agreed, in particular relating to the Princess, the leader of a large Catholic voting bloc partial to FTs party. To diss her and her supporters during a papal visit would be political suicide for FT. Hence her continued presence this week.

My take on the Pope's visit was that FT got his arse smacked by Francis at every opportunity. And for the pope to openly incite the DRC youth against corruption was brutal for the authorities. Good.

This may just be the rocket FT needs for if he doesn’t start acting decisively on behalf of the people, then he may well fall victim to a popular uprising. We'll see.

After chatting with Wombat last time I was here, I realised a few things…. Some posters don't research what is going on in and around the DRC and AVZ, others vent their frustration and others probably just use TSE as a chat forum.

Wombat told me he doesn't take the forum seriously, he finds it entertaining and he's retired and living comfortably…. and for as long as I remember all he has wanted is a TO. Wombie, I'm not going to suggest to you what to do, but it would have been nice to hear you add a little something we didn't know, and that might have been useful information.

I posted what I thought might contribute to our cause and I'm happy to admit to posting a fair bit of nonsense, but it wasn't just useless. I even through in a few Naked Gun videos to try and ease the angst between you and Nells a few months back, when you were pissed off with her and The Fox, but I suppose to be fair the 'Pineappling" you introduced to the threads might go down as the most memorable topic of all

I'd hoped that shareholders here might have been able to pool their knowledge or whatever resources they have in a way that together on TSE we might actually help our cause and the company…. doesn't seem to be the case.

Whatever, I've had a few laughs and good to see @Chilla and @obe wan more recently providing good knowledge on the company's financing, ASX rules and institutional buying and selling etc, and I have picked up some other good information here…. It's just not worth the bullshit any longer

There's been all sorts of information coming out of the DRC including articles on Jules Alingete as well as the head of CENI asking Sama Lukonde for $30million to suspiciously replace voting officials.

And as far as fucken takeover offers, I have it straight from Nigel the neighbour's beagle that the company wants to go mining and minimum takeover at this stage is $3 to 3.50.

I made my assumption based on ACAJ's tweet. Without seeing the decrees I don't know what's in them and neither do you. But I should have added an imo to that part like I usually do. However, I would find it strange if new decrees relating to the existing decrees respectively granting exploitation permit 13359 to Dathcom and noting the partial waiver of research permit 13559 were about Tantalex. Hopefully we get an announcement from the beagle at 8am on Monday morning confirming to the market what has happened.

As for me saying the takeover being acceptable to the bod at 2.00 that was raised by someone else here but I do believe Nigel said that to them. Because Nigel says a lot of shit that turns out to be wrong and he doesn't always give the same answer to different people. He's certainly made more assumptions about what's happening than I ever have. Hopefully we get the expedited registration of the licence imminently and don't have to worry about a takeover.

As per avz's original announcement of decree:

The Ministerial Decree to award the Mining Licence covers the
entirety of the Roche Dure JORC Mineral Resource and Reserve2&3
and the Carriere de l’Este exploration target4
• An area which was excluded under the Ministerial Decree to award
the Mining Licence, will be renewed under a 5-year Exploration
Licence to Dathcom, with discussions regarding the terms of the

I would personally believe MOP will deal with COMINIERE's percentage and their shit with zj/mmcs
MOM is about permit of exploration and Exploitation. For 13359, how to split them into 2 parts, eg, what % and to which entity. I lean to think Acaj's mentioning of COMINIERE got the right back meaning dathcom got the North exploration permit which COMINIERE is a part owner with 25%. If you put in AJN'S claim that they will get the North via Congo Resource into context.

If avz has not received it officially, they can not announce anything.

The original decree signed Apr 25th 2022 and avz announced it on May 4th 2022. That is called African Time.

If ACAJ is correct about new MOM decrees, we might see announcement this coming week. What the details are is everyone's guess
