So the reference to rights owned by Cominiere is the 20% (15% Zijin and 5% MMCS) approved for transfer by the MoP due to the ownership at the time of the initial decrees.
This is extremely good news. Now AVZ can activate its first right of refusal on the 15% from Cominiere. And Cominiere can then cede their remaining 10% to the DRC government after the licence is registered. Womp womp Zijin imo.

China is committed Thursday, February 02, to support the Democratic Republic of Congo (DRC), in the recovery of its mining industry, said the Chinese ambassador to the DRC, Zhu Jing at the end of the audience with the Minister of Mines, Antoinette N'Samba Kalambayi, learned from the ACP on Friday February 3 from the said ministry.
"China is ready to support the DRC in the recovery of its mining industry, but also in the creation of raw materials processing industries and in the future to be a major investor," said the ambassador.
The ambassador made the statement during Thursday's exchanges on the sincere and win-win otherwise-Congolese partnership in the field of mining.
The representative of China in the DRC being satisfied with the good relations between his country and the DRC, indicated that his country has focused in the dynamics of bringing its technology for the industrialization of minerals on site in the DRC.
“The mining sector is one of the pillars of otherwise-Congolese partnership, which is based on win-win cooperation.
"I came not only to say goodbye to the end of my mandate of more than 3 years in the DRC, but also to take stock of cooperation in the mining sector with the Minister of Mines as well as fruitful and constructive exchanges, but also on the new future prospects," said the Chinese ambassador to the DRC.
It further means that: “we all agree to the mining cooperation between China and the DRC.
It is a win-win partnership that deserves to be reinforced with investments.
We are ready to go hand in hand in our win-win partnership,” said Ambassador Zhu Jing.
The Republic of China follows the policy of the Head of State Félix-Antoine Tshisekedi Tshilombo which is materialized by the Minister of Mines and in the logic of the win-win partnership, for the happiness of two States, the DRC and China .

I made my assumption based on ACAJ's tweet. Without seeing the decrees I don't know what's in them and neither do you. But I should have added an imo to that part like I usually do. However, I would find it strange if new decrees relating to the existing decrees respectively granting exploitation permit 13359 to Dathcom and noting the partial waiver of research permit 13559 were about Tantalex. Hopefully we get an announcement from the beagle at 8am on Monday morning confirming to the market what has happened.After chatting with Wombat last time I was here, I realised a few things…. Present during this meeting, the Manono Office Manager Robert Kumwimba, outlined the history of investors in MANONO. According to him, "TANTALEX is a major partner who has always supported the social actions of the population of MANONO".
The TANTALEX delegation took advantage of this audience to present all of its subsidiaries. It is : 1. UNITED COMINIERE (UC) which is developing a cassiterite and coltan production project, 2. MINOCOM, a lithium production project from backfill.
The TANTALEX delegation was led by Mrs. Lydia Mbaka (Manager responsible for Communication and Public Relations in the DRC). The following were notably part of this team: Mr. Éric Gagnon (Environment, Social and Governance Manager) and Mr. Hervé Kitolo (Human Resources Manager). "The interview was constructive and warm ," said Lydia Mbaka.
As a reminder, appointed 3 months ago by the President of the Republic Félix Antoine Tshisekedi, Cyprien Kitanga took office this Friday. He succeeds Pierre Mukamba, who died a few days ago.

And as far as fucken takeover offers, I have it straight from Nigel the neighbour's beagle that the company wants to go mining and minimum takeover at this stage is $3 to 3.50.
