I can't remember who posted it or where it was said (I think at a roadshow) but allegedly Nigel said that CAMI told AVZ that the request for the partition came from Felix. But when Nigel met with Felix he told him that wasn't true and he never requested the tenement be split.
Obviously AVZ management agreed to partition the tenement somewhere between the end of the favourable opinions process and the issuing of the ministerial decree. They were more than happy to announce the north would be renewed under a PR on May 4th 2022 and trade for 3 days after.
Clearly this was a scheme cooked up by Mupande and Klaus to flip the north to Zijin. Call it what you want on AVZ management's behalf but this was the moment all of our troubles finalising the licence began. Considering this is not the norm in the mining code I would have requested written proof from Felix before agreeing to anything that jackal Mupande proposed.

Issue that a portion of mines directorate said we hadn’t done the work on the northern tenement area, and shouldn’t get the north?
A: That’s not within the mining code. So 13359 should be retained in its entirety – however the northern area may need to come under a separate exploration tenement, even though that’s not the established process. – We know who’s behind this (e.g. DG CAMI)
What about AJN having a crack
A: “their premise is that we’ve returned the northern tenement to government. We haven’t. Draw a conclusion out of that”
