I would like to point out that we are now hearing about this officially for the first time, rather than through the Swedish local press.
And the acceleration is a matter of perspective. If Talga were to stick to the existing plan, it would have to wait for the land allocation appeal process. The appeals have a deadline of December 18. And we don't know whether the office will grant an extension or not. Then the whole thing would go to court in Umea. There would be a new deadline for comments, followed by a processing period of unknown length, and then, after the result, a three-week period before it comes into effect.
Talga did not want to wait for this and is proceeding on a smaller scale, even with the latest schedule, without waiting for the land allocation appeal process. So you could see it as an acceleration compared to the real circumstances and not ahead of the theory.
We know who is to blame, and it is not Talga. The board is just trying to make the best of the circumstances in Sweden.
That's how I see it. Unless I've overlooked something.
By the way, Talga fought vigorously in the land allocation process and the Sami are only getting a fraction of what they demanded. Bergsstaten saw no reliable calculation on the part of the Sami and its ruling is very close to Talga's demand and very far from that of the Sami.

Compensation for restriction of hunting rights (as other damage): SEK 99,500 (as stated in the decision).
Total for the 25-year period: SEK 308,000
Conversion: AUD 1 equals SEK 6.19 and €1 equals approximately SEK 11
They will therefore receive a rounded reimbursement of 0.076% of their claims, as the calculation was not reliable and was based on scenarios that are not yet foreseeable and cannot be reliably quantified.
Damages and additional expenses may arise during active operation, but these would then have to be renegotiated at the appropriate time.

From Talga's point of view, claims for damages relating to fishing rights are inadmissible, as the Torne does not belong to the area. Bergsstaten nevertheless awarded them a small amount of SEK 99,500 in compensation for the restriction of the Sami's hunting rights.

"The mining authority gives the green light for a large graphite project in Vittangi
Three mining concessions (bearbetningskoncessioner) for the extraction of graphite in Vittangi in Norrbotten are granted by the Mining Inspectorate. Graphite is classified as a strategic raw material by the EU and is used, among other things, for battery production, which is essential for the climate transition.
Today, December 8, the Mining Inspector has granted the company Talga AB a mining concession for the graphite deposits Nunasvaara Norra, Niska Södra and Niska Norra in Kiruna municipality in Norrbotten. The areas are part of Talga AB's larger graphite project, which includes a total of four deposits. The deposits in question are located within an area that the Geological Survey of Sweden (SGU) has identified as being of national interest for valuable substances or materials.
After consultation with the County Administrative Board, the Mining Inspector has found that the planned activity is compatible with conflicting land use interests, provided that the company takes the protective measures, precautionary measures and compensation measures that it has undertaken. However, the decision imposes certain conditions to protect the reindeer industry.
– More and more detailed conditions will be needed to limit the negative impact of mining operations on the reindeer industry and other interests. But those types of conditions, for example for noise and emissions to water, should be prescribed within the framework of the permit review that takes place according to the Environmental Code, says mining manager Helena Kjellson.
According to the application, the company will mine the graphite deposits to produce anode material for the manufacture of lithium-ion batteries needed for green technology.
What happens now?
The decisions can be appealed to the government. Any appeal must be received within three weeks of the date of receipt of the decision. If the decision is not appealed within this time, it becomes legally binding, that is, it becomes effective.

I guess all that's missing now are the environmental permits and land allocations. What surprises me a little is that I assumed Talga had applied for the exploration permits and that an objection had been lodged against them.
But here, the objection has to be addressed to the government. I don't quite understand that yet. But if that's what it says, then it's a good thing.
The guru of the antis is already quite excited.
"When assessing the scope and consequences of a mining project, one should not look at how it begins, but try to assess where it might end.
This is particularly clear in the case of Talga's planned mining area outside Vittangi. Today, the Mining Inspectorate has granted three new mining concessions and this is likely just one step on the road to continued expansion.
Talga already has all the permits ready to open a first graphite mine in the area. In Nunalsvaara Södra, as the deposit is called, 120,000 tons of ore per year will be mined in an open pit. Initial enrichment will take place on site. The material will then be transported to Luleå, where it will be refined to the quality needed for anodes in batteries.
120,000 tons per year is quite a bit when it comes to mining operations. But even when the company applied for environmental permits to open this mine, it was clear that this was just the beginning.
Another 400,000 tons
The three underground mines that have now been granted a permit are located in a row a few kilometers from Nunasvaara Södra. They will increase production by 400,000 tons. It will be a more extensive operation in every way. The area that is directly affected will be significantly larger. Transport, both within the area and from the mine towards Luleå, will increase. The amount of waste will grow.
But this is not the end point either. Last year, the company presented several scenarios for continued expansion. The most cautious one was based on an increase to 600,000 tons per year, with the most aggressive one aiming for 2 million tons annually.
240-350 million tons
But this is still based on the currently known mineral resources of 35 million tonnes. The company expects that there is considerably more to be found along the stretch that stretches from the Torne River across to the other side of the Vittanigälven. Talga has presented an "exploration target", i.e. an estimate of what it believes it can find, of 240-350 million tonnes. Of course, this assessment may turn out to be quite optimistic, which is common in the exploration industry. But at the same time, the deposit is so well researched at this point that the figures do not appear to have been pulled out of thin air.
The difference is enormous between the first open pit mine that may open in the near future and the outlines of the mining area with large-scale operations for a long time to come that can be read from the company's applications and documents.
The pattern of mining projects starting on a small scale and then growing over time is common. In this case, it is just extra clear. So it is important to try to understand at an early stage how large the future scale may be.
EU minerals policy matters
Today's decision from the Mining Authority also shows that the EU's new mineral program, the Critical Raw Materials Act, will be important in the assessment of mining projects. In the decisions, the Mining Authority refers to graphite being classified as a strategic substance by the EU. In addition, the Talga project has been classified as a "strategic project" by the EU.
The last word on this matter is probably not yet said. The affected Sami villages are opposed to the mines. There is opposition among the local population in Vittangi and Kiruna Municipality believes that another mine in the municipality costs more than it is worth under current conditions."

Sweden should now pass laws to protect these climate projects against environmentalists and the Sami people...of course, with at least two options for objection
