Here's the English translation of the press release:
PRESS RELEASE N° 18 OF JUNE 30, 2025.
The Armed Forces of the Democratic Republic of Congo inform national and international opinion of the interception, this Monday, June 30, 2025, by our military radars, of an unidentified aircraft that violated our airspace and illegally penetrated Congolese territory without prior overflight authorization. The aircraft was heading towards an active conflict zone.
After the usual verifications, it was found that this aircraft bore no registration allowing its identification. This constitutes a flagrant violation of international civil aviation standards.
The competent authorities have been seized, and the Armed Forces of the Democratic Republic of Congo have taken appropriate measures to guarantee the security of our airspace and preserve the integrity of our territory."

From the Reuters article:

“A source familiar with the matter told Reuters on Friday that another agreement on the framework would be signed by the heads of state at a separate White House event at an unspecified time

@Rechnerhand

Could Reuters reference to a meeting at the White House at “an unspecified time” (above) by the heads of State be the same meeting mentioned by Africa Intelligence in their article below that you posted which mentions a meeting to be held in late July at the White House.

The ceremony sealing the deal will precede a meeting scheduled for late July at the White House between Presidents Félix Tshisekedi and Paul Kagame.”

From the Bloomberg article 1 July :

“Congo is also nearing a separate strategic minerals deal with the US focused on the country’s world-class deposits of copper, cobalt and lithium, which are south of the conflict zone, President Felix Tshisekedisaid in a nationally broadcast independence day speech on Monday.”

This is a replayed stream of last year's UFO/UAP hearing. There was also one in 2023 where an intelligence official (David Grusch) testified under oath that the US is in possession of recovered craft and biologics of non-human origin. Reportedly there's another hearing being planned for the near future.
This was alongside legislation that passed in the Senate that outlines public disclosure of UAP information: https://www.congress.gov/118/crec/2024/07/11/170/115/CREC-2024-07-11-pt1-PgS4943.pdf
Typing the term "non-human" in word finder in this document highlights some interesting sections.

Within the last couple of weeks someone posted a link to an article of how corruption is a way of life, and “expected” amongst DRC high ranking officials.

Can anyone remember it and re-post it so I can add to my links. I’m sure the United States along with everyone else is sick of the corruption and lies continuing, including this bullshit from less than a month ago 👇

US-DRC mineral-security agreement: Tshisekedi appoints a coordination to accelerate the mining deal

The President of the Democratic Republic of Congo, Félix Tshisekedi, has set up a special coordination of experts responsible for leading discussions with the American administration as part of the strategic partnership "minerals against military support". This deal, crucial for Kinshasa, aims to strengthen the country's security capabilities in the face of armed conflicts in the East, and to structure relations with Washington within the framework of the peace agreement under the aegis of the United States with Rwanda.

Mixed coordination to structure a strategic partnership
This coordination's mission is to formalize and accelerate negotiations on this mining and security partnership. It consists of three personalities from the President's office, including two ministers:

Thérèse Kayikwamba Wagner, Minister of State for Foreign Affairs;

Kizito Pakabomba Kapinga Mulume, Minister of Mines

as well as Guy-Robert Lukama Nkunzi, Chairman of the Board of Directors of Gécamines SA, the largest public mining company in the DRC.

Legal expertise integrated into the process
Coordination is also strengthened by high-level legal experts, including Me Pascal Agboyibor, associate lawyer at ASAFO & CO, recognized for his expertise in the energy, mining, infrastructure and project development sectors in Africa.

A technical secretariat, supported by a group of 22 experts, will support this team. Their role will be to produce regular reports on the progress of the negotiations, as well as on the results of the implementation of the agreement.

Cominière SA (public company in the mining sector) and the Mining Cadastre are among these technical experts.

For Kinshasa, this step is strategic. The aim is to accelerate discussions and support the concrete implementation of the DRC-USA partnership.

This coordination reinforces the actions already undertaken by the presidency, which relies in particular on the services of the American lobbying firm Von Batten-Montague-York. This firm acts as an intermediary between the Congolese authorities and the American administration, including that of Donald Trump, in order to advance the diplomatic process.

A strategic agreement, but under conditions
The agreement long awaited by Kinshasa aims to stabilize the conflict regions, while enhancing the country's strategic natural resources. But for it to bear fruit, several conditions must be met:
  • Transparency of negotiations;
  • Respect for the Congolese legal framework;
  • And above all, the ability to guarantee equitable economic benefits for the entire Congolese population.

A few months ago, I fell victim to what I believed was a legitimate crypto investment opportunity. The platform looked polished, the “advisors” seemed professional, and everything felt convincing. Over time, I invested a total of $138,000 savings I had built over many years. But when I tried to withdraw my funds, the platform stalled, made excuses, and eventually went completely silent. That’s when I realized I had been scammed. At first, I was overwhelmed with regret and shame. I reported the incident to local authorities, but was told these cases are often hard to trace, especially with crypto being decentralized and scammers operating overseas. Still, I wasn’t ready to give up. That’s when I found Malice Cyber Recovery. I was skeptical at first after all, I had already been scammed once. But what stood out was that they didn’t promise miracles or ask for money upfront. They explained the process clearly tracing blockchain transactions, identifying where the funds were moved, and working with legal partners and enforcement contacts where possible. The process took time and a lot of patience. There were points where I doubted anything would come of it. But slowly, progress became visible. They traced the wallet movements, found patterns, and eventually coordinated with a third party compliance entity that helped freeze part of the assets. To my surprise and immense relief I was able to recover the full $138,000. It didn’t happen overnight, and it wasn’t easy, but it did happen. I’m sharing this not to promote anyone, but because I know how isolating and hopeless it feels to be scammed like this. There are professionals out there who know what they’re doing. You just have to be cautious, ask the right questions, and move forward carefully. I consider myself lucky to have crossed paths with Malice Cyber Recovery they helped turn what felt like a dead end into a second chance.

Summary of Bloomberg Article (30 June 2025)

Title: Congo Wants M23 Peace Agreement Before July Meeting With Trump
  • The Democratic Republic of Congo (DRC) has made it clear that it wants a peace agreement with the M23 rebel group finalized before its scheduled July 2025 summit with former U.S. President Donald Trump.
  • The DRC views the M23 issue as a critical precondition for any broader minerals-for-security deal with the U.S.
  • While a U.S.-brokered peace accord between the DRC and Rwanda was signed in June, M23 was not a party to that agreement.
  • Congolese officials are concerned that excluding M23 could undermine the credibility and durability of the peace process.
  • The article highlights that Trump’s administration is pushing for a minerals access deal, but Kinshasa insists that security must come first, particularly in eastern provinces where M23 controls key territory.
  • The DRC is also seeking U.S. military and logistical support to stabilize the region and ensure safe access to strategic mining zones.

Very difficult issues to resolve it seems ...

Key Sticking Points in the DRC–M23 Negotiations

1. Political Reintegration of M23 Leaders
  • M23 Position: Demands full political amnesty and reintegration of its senior commanders into the Congolese military and civil institutions.
  • DRC Position: Willing to consider limited reintegration, but strongly opposes allowing wanted individuals back into leadership roles.
2. Justice and Accountability
  • DRC insists on prosecuting M23 members for alleged war crimes, including attacks on civilians in North Kivu.
  • M23 rejects this, insisting on a blanket amnesty similar to prior peace accords.
3. Territorial Withdrawal
  • M23 controls key areas near Goma and Rutshuru and is reluctant to fully withdraw without security guarantees or transitional authority over those zones.
  • Kinshasa demands full withdrawal before any concessions or agreements are implemented.
4. Rwanda’s Role
  • Though not officially a party to the Doha talks, Rwanda’s alleged backing of M23 is a point of deep mistrust.
  • The DRC wants external monitoring to ensure Kigali’s disengagement, which complicates regional diplomacy.
5. International Peacekeeping
  • M23 wants African Union or Qatari security guarantees in areas it vacates.
  • The DRC prefers to deploy its own troops, with limited international oversight, especially after tensions with MONUSCO (UN mission).

DRC vs M23 talks stalled early June, and I expect that the USA will need to be more actively involved in the DRC vs M23 talks for any progress to be made.

"As of now, no official date has been publicly announced for the recommencement of direct peace talks between the Democratic Republic of Congo (DRC) and the M23 rebel group under the Doha-led mediation process.

However, according to Business Insider Africa, both parties previously agreed to hold direct talks, and sources close to the mediation suggest that a new round is expected in July 2025, likely ahead of the DRC’s planned summit with former U.S. President Donald Trump. The DRC has made it clear that a peace agreement with M23 is a prerequisite for that meeting.

The talks are being facilitated by Qatar, with support from the U.S., African Union, and regional blocs. While the process has stalled in recent weeks, diplomatic pressure is mounting to resume negotiations soon—especially given the strategic stakes tied to regional security and mineral development."

More reason why Felix needs a Security for Minerals agreement . The US will protect their interests in the DRC . China doesn't have a problem developing projects . Why should the US .I'm sure M23/Rebel would love to blow Felix's brains out if they had the chance . He needs the US .
