The President of the Democratic Republic of Congo, Félix Tshisekedi, has set up a special coordination of experts responsible for leading discussions with the American administration as part of the strategic partnership "minerals against military support". This deal, crucial for Kinshasa, aims to strengthen the country's security capabilities in the face of armed conflicts in the East, and to structure relations with Washington within the framework of the peace agreement under the aegis of the United States with Rwanda.

Mixed coordination to structure a strategic partnership
This coordination's mission is to formalize and accelerate negotiations on this mining and security partnership. It consists of three personalities from the President's office, including two ministers:

Thérèse Kayikwamba Wagner, Minister of State for Foreign Affairs;

Kizito Pakabomba Kapinga Mulume, Minister of Mines

as well as Guy-Robert Lukama Nkunzi, Chairman of the Board of Directors of Gécamines SA, the largest public mining company in the DRC.

Legal expertise integrated into the process
Coordination is also strengthened by high-level legal experts, including Me Pascal Agboyibor, associate lawyer at ASAFO & CO, recognized for his expertise in the energy, mining, infrastructure and project development sectors in Africa.

A technical secretariat, supported by a group of 22 experts, will support this team. Their role will be to produce regular reports on the progress of the negotiations, as well as on the results of the implementation of the agreement.

Cominière SA (public company in the mining sector) and the Mining Cadastre are among these technical experts.

For Kinshasa, this step is strategic. The aim is to accelerate discussions and support the concrete implementation of the DRC-USA partnership.

This coordination reinforces the actions already undertaken by the presidency, which relies in particular on the services of the American lobbying firm Von Batten-Montague-York. This firm acts as an intermediary between the Congolese authorities and the American administration, including that of Donald Trump, in order to advance the diplomatic process.

A strategic agreement, but under conditions
The agreement long awaited by Kinshasa aims to stabilize the conflict regions, while enhancing the country's strategic natural resources. But for it to bear fruit, several conditions must be met:
  • Transparency of negotiations;
  • Respect for the Congolese legal framework;
  • And above all, the ability to guarantee equitable economic benefits for the entire Congolese population.

The Armed Forces of the Democratic Republic of Congo inform national and international opinion of the interception, this Monday, June 30, 2025, by our military radars, of an unidentified aircraft that violated our airspace and illegally penetrated Congolese territory without prior overflight authorization. The aircraft was heading towards an active conflict zone.
After the usual verifications, it was found that this aircraft bore no registration allowing its identification. This constitutes a flagrant violation of international civil aviation standards.
The competent authorities have been seized, and the Armed Forces of the Democratic Republic of Congo have taken appropriate measures to guarantee the security of our airspace and preserve the integrity of our territory."

Could Reuters reference to a meeting at the White House at “an unspecified time” (above) by the heads of State be the same meeting mentioned by Africa Intelligence in their article below that you posted which mentions a meeting to be held in late July at the White House.

The ceremony sealing the deal will precede a meeting scheduled for late July at the White House between Presidents Félix Tshisekedi and Paul Kagame.”

This is a replayed stream of last year's UFO/UAP hearing. There was also one in 2023 where an intelligence official (David Grusch) testified under oath that the US is in possession of recovered craft and biologics of non-human origin. Reportedly there's another hearing being planned for the near future.

A few months ago, I fell victim to what I believed was a legitimate crypto investment opportunity. The platform looked polished, the “advisors” seemed professional, and everything felt convincing. Over time, I invested a total of $138,000 savings I had built over many years. But when I tried to withdraw my funds, the platform stalled, made excuses, and eventually went completely silent. I’m sharing this not to promote anyone, but because I know how isolating and hopeless it feels to be scammed like this. There are professionals out there who know what they’re doing. You just have to be cautious, ask the right questions, and move forward carefully. I consider myself lucky to have crossed paths with Malice Cyber Recovery they helped turn what felt like a dead end into a second chance.
