I read it as probably applying to AVZ's ML application. Given that the ML has already been through ministerial hands it may be that we now also need to go via the "National Agency for the Protection of State Property Heritage". Not sure how I feel about that - on one hand it might provide a smoother path that has the backing of the Prez, but on the other hand going through an additional governance body without the appropriate legislative framework in place that opens yet another avenue for malicious actors to mess around with it.

If it's a new body and we have to go through it, they will take ages to work out their processes, governance arrangements, decision-making rights, and that needs appropriate legislative support. And that assumes the members are all on the straight and narrow. Having written that, I hope it does not apply to us.

I have no idea when this shit show ends. I should really stop thinking about it...

4. A Bill for the Land Affairs sector (01 text)
The Minister of Land Affairs submitted to the Council the Draft Law amending and supplementing Law No. 73-021 of July 20, 1973 on the general property regime, land and real estate regime and security regime, as amended and supplemented to date .
Referring to the fundamental options maintained in this amended text, he cited in particular the principle of exclusive, inalienable and imprescriptible ownership of the State over the soil and, consequently, the domiciliation of all Congolese land, divided into of the public domain and those of the private domain of the State, on the other hand and, in urban land and rural land, on the other hand.

In addition to the rewriting of certain articles for the need of precision, coherence and adaptation in relation to the legal-institutional evolution resulting from the Constitution of February 18, 2006 and subsequent specific legal texts, this bill includes sixteen (16) innovations including:

- The coherent arrangement of competences between the national, provincial and Decentralized Territorial Entities levels given that the management of the land sector falls under concurrent competences between the national Government and the provinces and that certain matters have been defined as falling within the exclusive competence provinces;

- The incorporation of regimes specific to usufruct, use and habitation and the complement of the device of land easements;

- The abolition of the payment of land royalties in kind;

- Reinforcement of the conditions for access to the function of registrar of real estate titles or Head of Division of the cadastre, as well as the introduction of criminal and civil liability of the Curator of Real Estate Deeds, the Head of Division of the cadastre and Agents under their authority for all faults committed in the exercise of their functions;

After debate and deliberations, the Council adopted this Bill. Started at 12:40 p.m., the meeting of the Council of Ministers ended at 5:55 p.m.

What des Africa's richest man, Aliko Dangote, have to do with AVZ???
Dangote amongst others is a cement company and uses horizontal rotating kilns to manufacture cement.

They operate approximately 20 cement plants in Central Africa.

One would say they would have some experience in operating horizontal kilns.

AVZ/Dathcom needs a horizontal kiln(s) to produce PLS, so not too odd if AVZ is talking with Dangote.

Maybe AVZ handballs the construction and operation of the lithium ore processing plant to Dangote.

Just a thought. 😉😁

Oh I agree mate, but Zijin ( china state owned ) aka ICC arbitration aka snacks with cominiere was where i was coming from ......;)

CDL in my eyes is more valuable than Roche Dure ( 3+ times larger ) and yes of course, Nigel needs to fight hard to retain that prize in its entirety.

I really dont care what DRC / CAMI do with any other tenements AVZ might have..........RD + Tin + CDL is all we need to be a monster for many moons to come

PLL is a interesting development thats for sure.

What do Shareholders care about ? The share price . It's about the share price .Nothing else matters . Nothing . Not the share price in 3 years time . The share price now .You bought at $1.20 after doing your research .After listening to the Company. You are one pissed off

Until every punter is above breaking even this a complete failure . Now either the Company has had blistering heat rain down on them from share holders Or they have a deal on the table that will see the SP rise above ATH . Shareholder = Share Price .
What AVZ means is the long term (not fair weather) shareholders. Their decision will be based on what will benefit AVZ in 3-5 years time, not when the trading resume, whenever it may be. In the short term, I hope the SP will get to the ATH again so that recent punters can get out and you can lower your holding. If not, so be it as Nigel is going long.

The Congolese Association for Access to Justice (ACAJ) recommends to the Prosecutor at the Court of Cassation to order a credible and exhaustive judicial investigation into the facts underlying the resignation of Vidiye Tshimanga, former strategic adviser to the Chief of State.

The NGO ACAJ also asks the Chief of Staff of the President of the Republic to put in place a zero tolerance policy with a view to eliminating all the bad apples that are still lurking in the corridors of the Presidency of the Republic and use their position to exert pressure and/or influence peddling to satisfy their selfish interests.

ACAJ believes that Vidiye Tshimanga is to be congratulated because he is among the few politicians in office who decided to step down following a politico-financial scandal brought to the attention of the public.

"By this fact, he administers the proof that he is a statesman and republican, respectful of the person of the Head of State whom he is called upon to serve, even outside the institutions".

The observation that emerges from this bundle of clues is that, far from being a trivial fact, the remarks attributed to Mr. Vidiye are likely to be criminal, adds Me Georges Kapiamba, national president of the ACAJ.

And to conclude: "The fight against corruption, influence peddling, embezzlement and money laundering, constitutes the barometer through which the action of those in power is gauged".

I've got to agree and I said so in earlier posts, AVZ is not a mining company, definitely not staffed or experienced for a10MTPa plant in DRC with hydro power, roads and rail, hydroxy plant. Have you checked their organisation?
They need to prove up the reserves, get the ML, offtakes, BFS and SEZ, then sell down or sell out.
Nobody tells me that any contracts tendered 2 to 3 years ago are still valid and ready to go once ML and financing is in place. I asked about that during investor event in April 2021 and the responses were very cagey and evasive. Neither are those contracts for the upscaled plant. Where does AVZ get the skills and bodies from to run such a huge undertaking with all the challenges along the way? Sell down or TO is the realistic endgame IMO. $2 - $3 per share and I'll be very, very satisfied.
All this talk about $2 - $3 dividends is fairy stuff. Woodside energy having its best year revenue wise is paying just around 3 dollars a share with a SP of over thirty dollars. That's just not gonna happen for AVZ.

In 2019, I do know Hennie Faul of Anglo America was proposed as a chairman for AVZ before John Clarke emerged. It was considered he would be too expensive, but also that he changed his mind? Was it that an ‘Springbok’ would rub Congolese the wrong way?

What it did demonstrate was that Manono could attract the best in the industry to have a crack.

Some may have heard FMG wanted the mining license. And Twiggy was cooking the phone lines to Kinshasa

The fact is, despite my doubts on going to mine it is conceivable that it can be done without relying too much on the assets of Chinese partners. As much as I like the Chinese work ethic, politics is problematic

How many major producers were not once explorers - not many I’d wager? This is literally a one-in-a-lifetime opportunity to build something of massive global importance as well as life changing for us holders. AVZ don’t have to be good at mining (yet). They need to be smart. They need to be very good recruiters, and very good at picking the right logistics/specialist/delivery partners. It will be hard going, but I really want them to roll up the sleeves and get on with it.

Personally as much as I’d love to see AVZ ‘build a mine’ I don’t see it happening.
The shear amount of infrastructure and planning is huge. Then the procedures, permits etc

This would be a great opportunity for BHP, RIO, Glencore to become a partner and help produce the actual mine, years of experience in planning and design, the money to back it, global connections..
