Government Sama Lukonde 2: Soon the white smoke!

Things are becoming clearer with regard to the fundamental reshuffling of the Sama Lukonde government called to be more effective.

The new Warriors team is ready, reliable sources reveal.

Already, the unproductive ministers are packing their bags in view of the storm which announces its colors for soon.

Many ministers of the allied parties will be thanked.

People familiar with air-conditioned offices will also be out.

It is in this sense that last May, each minister was asked to submit a work report to the office of the President of the Republic one year after having assumed the conduct of his sector of activity.

The exercise was not easy for several ministers.

The Secretary General of the Union for Democracy and Social Progress (UDPS), Augustin Kabuya, preaches the vision of the President of the Republic Félix Antoine Tshisekedi Tshilombo to the militants and executives of his party.

Speaking on Tuesday August 2, 2022 in front of the leaders of the federations in N'sele after the visit to the mausoleum of Étienne Tshisekedi Wa Mulumba, the number 2 of the presidential party declared that "it is for the first time" that the DRC found a better head of state at the head of the country.

“The Democratic Republic of Congo was lucky to find a President of the Republic who knows God.

President Félix Tshisekedi does not manage the country with feeling, he manages the DRC with his heart.

He cares about the country, it is up to us, the members of his political family, to help him, to support him so that he can have his second term.

If others take advantage to surround it, it is because of our behavior.

Let’s be very careful,” said Augustin Kabuya


Taking advantage of this opportunity, he asked the members of the UDPS in general, and the leaders of the federations and various cells in particular, to put aside their differences to speak the same language, in order to give the Head of State a new mandate at the head of the Democratic Republic of Congo.

A lot of these articles seem to be recycled throughout various media like this. I've just been searching for another article that I had a query about but so far only finding the same article you just posted over and over again on various sites.

I acknowledge AVZ's confidence in a getting to a resolution in their/our favour, but they are well and truely up against it:
  • We know that the DRC are sitting on a massive asset of global and strategic significance.
  • We know that China play the long game, and are willling to do anything and everything to meet their own strategic objectives.
  • For the outcome that we seek, AVZ is relying on the strength and integrity of DRC institutions / individuals that are famously fragile and/or corrupt.
  • We live in an age of hyper-disinformation, and it works. i.e. shit sticks, no matter the facts.
My personal certainty is that we are going to get fucked over - it's just a matter of the extent. I hope that AVZ has engaged the Australian government to support this fight - I'll be appalled if they are not involved.
Did you buy eggs mate ? Hard to get & expensive over here atm but if you wanna waste some still let me know 😉

these idiots do remember that they ran away from paying a cent and left the exploration and feasibility costs up to AVZ don’t they ….what are they trying to say now …that they wanted to be involved in the funding ..these guys are so dumb it’s embarrassing

The suspension in “my opinion” will not be lifted any time soon, my guess is that we really need the president to help remedy this situation and by looking at what’s going on seems he is very tied up and occupied with the M23 issue.
Blinken is due to touch down in the DRC for talks in the 9th so I would only imagine AVZ is not too high on the list of priorities when there is civil unrest in the country.
All in my opinion of course I would love to be proven wrong!!

Edit: Like I said earlier, I'll be as pissed as hell if AVZ does not have the Australian Government actively supporting a resolution to this mess.

Over many years the USA seemingly stood back in Africa allowing the Chinese to come in and build political leverage (Belt and Road) and acquire enormous strategic assets (lithium, rare earths). I would absolutely expect Blinken to be talking up Western investment in such assets. Given the importance of this particular asset I would be more surprised if Manono didn't come up in the conversation.
I would love to be a fly on the wall. A couple of the topics they will supposedly be covering are combating corruption, with trade and investment. Maybe Manono does come up!! All speculation and Saturday night Mullings. All in my opinion as always.

These sites can and often post absolute propaganda style articles / paid bullshit content by groups like Cominiere that are desperate for such rubbish to be circulated.

Also, there is also a bullshit Twitter account for the Minister or Mines. This is almost an exact clone.

Both the bullshit Mines Department Twitter account and the bullshit Mining Minister Twitter account has sent me direct messages and have engaged in conversation about AVZ as all part of the direct or more broad influencing attempts on social media. All funded and propped up out of China I’m quite sure.

Apparently this week coming there is an expectation everything is sorted out in AVZ’s favour, and will be out of suspension. Yet I’ve been told that before, so I’ll wait on offical announcements, what is included in the announcements will determine if SP goes up or down.

IMO all the AVZ information good and bad that’s being passed around here and elsewhere else will not have anywhere near as much influence on the SP as people think, (even though Shorters are hopeful) I’d say 10% impact at most whereas say 90% impact on SP will all come down to the out of suspension announcements at that time.

One wonders what will those announcements look like and contain, scared, hmm a little, excited, hmm a little. Anxious, you bet. 😁

In the hinterland long left behind in the sharing of mining revenues, we feel the wind of development thanks to traceability and the sharing of the mining royalty that decentralized territorial entities (DEFTAs) must also be taken into account. Ms. N'Samba, the first woman appointed Minister of Mines, constantly watches over the interests of the people of the hinterland. A first.

It realized that since March 2018, when the mining code was revised, none of its predecessors has been able to do better. Very integrated, it is far from selfish quarrels of interests. Since its accession as head of the Ministry of Mines, the sector has further bailed out the coffers of the public treasury. Various polls place her in the top 3 of the best Warriors in the Sama government. Proof that she performs. Moreover, N'Samba's rigor imposes a good channeling of mining revenues.

The text that unlocks everything​

Finally, this is the interministerial Mines/Social Affairs decree on the establishment of specialized bodies in charge of managing the allocation of 0.3% of mining operators' turnover for communities impacted by mining activities. Hundreds of thousands of dollars are at stake. For N'samba, ETDs first! It has already prioritized 12 mining projects for the benefit of local communities. In Upper Katanga, the provincial administration invited all ETDs to develop the planning tools, namely the kocal Development Plan (PDL), the Annual Investment Plan (IPA) and the Investment Budget (IB).
Organic Law No. 0B-16 of 7 October 2008 on the composition, organization and operation of EfDs and their relations with the State and the provinces in its Article 5 paragraph 3 stipulates that ETDs enjoy free administration and autonomy to manage their economic, human, financial and technical resources. This has never been applicable when the DRC began its mining reform 20 years ago with great ambitions. Alas.
The provincial ministry of the Haut-Katanga Plan asks the various ETDs to develop local development plans and update existing ones. The objective is, on the one hand, to equip all ETDs with local development planning tools that are vertically consistent with the Sustainable Development Goals (SDGs), the National Strategic Development Plan (PNSD), the Economic and Social Development Plan (PDES) of the province of Haut-Katanga and, on the other hand, in horizontal coherence with sectoral planning tools as well as the specifications of mining companies and affected communities.
