"Talga's factory in Luleå is classified as a strategic project by the EU
The factory in Luleå is thus one of the first projects to receive strategic status under the Net-Zero Industry Act – a regulation that came into force in 2024. The aim is to secure access to technology required to achieve the EU's climate goals, while at the same time making supply chains more resilient. Image: Talga Group
Talgas’ planned production of anode materials in Luleå has been officially recognized as one of the first strategic projects under the EU’s new Net-Zero Industry Act. The announcement means that the facility is seen as important in increasing Europe’s access to the technology needed to achieve climate neutrality.
Anode material is a key component in batteries for electric vehicles and other green technologies. Talga plans to manufacture this material in Luleå using natural graphite from the company's own mine in Nunasvaara in Kiruna municipality.
– The fact that production takes place with Swedish fossil-free electricity, a unique graphite quality and proprietary technology means that the climate impact can be reduced by over ninety percent compared to traditional manufacturing methods, says Talga.
Part of a larger European goal
The strategic status gives the project national priority, which means shorter lead times for permits and administrative processes. The goal is to accelerate the establishment of new technology production within the Union.
– Our production of anode materials in Luleå not only strengthens the battery industry in Sweden and the EU, but also our shared ability to meet climate goals, says Talga's CEO Martin Phillips.
He highlights that the company's value chain, from mine to finished anode material, is being built within Sweden, thereby strengthening Europe's self-sufficiency in an area that is currently dominated by other parts of the world.
The municipal leadership in Luleå also views the development positively.
“The fact that Talga receives this status shows that Luleå has a key role in the green transition,” says Carina Sammeli
*, chairwoman of the municipal board. This strengthens both the city's business community and contributes to climate work in general.
Also receives status in raw material supply
In addition to the anode factory now being classified as a strategic project under the Net-Zero Industry Act, Talga has also recently received the same recognition within the framework of another new EU regulation – the Critical Raw Materials Act.
This recognition applies to the company's graphite extraction in Kiruna municipality. The purpose of the CRMA regulation is to secure access to critical raw materials within the Union, so that dependence on imports from countries outside the EU is reduced.
Talga's facilities in northern Sweden thus have a dual significance in the European transition: partly by securing access to raw materials, and partly by developing new technology with low climate impact.
