Yep, there's a whole lot of "marketing" going on by the various interested parties and boat pushers.

She will be seeing Felix to finalise her cabinet fairly shortly

Like I said, if we get the old school plus or minus a few new known corrupt cunts, we've a lot of shit to push uphill

This afternoon, the majority will nominate its candidate for the post of President of the National Assembly. Who from Kamerhe, Mboso and Bahati can restore the image of the Lower House of our Parliament? Personally, I will vote and I will call for votes for the one who receives more favorable opinions. Take into account the personality, skills, reputation and know-how of each person. If necessary, say why this or that other would not be suitable. I bet whoever wins this poll will be the one to rise to the top tomorrow.

Formation of the government Judith Suminwa: why does the government announcement take time?

The new Prime Minister of the DRC, Judith Suminwa, appointed on April 1, has still not officially taken office.

Three weeks after her appointment by President Félix Tshisekedi, she is still in consultations to form her new government.

It was announced for the end of the month, but this deadline seems increasingly difficult to meet.

Officially, there is no constitutional deadline for forming a government in the Democratic Republic of Congo.

We cannot speak of a delay regarding its announcement, however, sources close to the authorities assured that the new government team of the DRC should be revealed before the end of April.

A deadline which today seems difficult to meet.

The Head of State's schedule is particularly busy for the days to come, including a trip of several days to Europe and an official trip to France on April 28 and 29.

The first since coming to power.

The president will be accompanied by outgoing ministers.

“The government will rather be when it returns, probably around May 3,” explains a person close to the presidency.

One of the difficulties in forming this new government is due to the very nature of the Sacred Union of the Nation (USN), the platform which supported the candidacy of Félix Tshisekedi for this second term.

Its main quality is also sometimes its fault: it is gigantic. “Elephantic,” says a Congolese political scientist.

At least 400 elected officials, nearly 40 parties with a large majority in the National Assembly of course, but a lot of waiting on the part of all these allies.

Towards a tighter cabinet

Expectations which are not necessarily aligned with the stated ambition of having a tighter ministerial cabinet.

We are talking about 45 positions compared to more than 55 today.

Even if the work had been cleared upstream by the secretary general of the UDPS Augustin Kabuya during his information mission, Prime Minister Judith Suminwa has her own ideas.

She therefore resumed a cycle of consultations, quite broad since this week, she met artists, trade union organizations and other actors in civil society.

The parties which can claim a position in the government, it is necessary to have at least seven elected officials, must propose three names of potential candidates per position, coming from three different provinces.

A balanced provincial distribution is, in fact, one of the key elements of the government puzzle.

Finally, last aspect, linked to respect for institutions, Judith Suminwa to begin her work must be presented to the National Assembly, for this, the office must be set up and it is not easy on that side either.

The presidential majority had to organize a primary to succeed in bringing out its candidate for president of the institution.

Primary held at the People's Palace in Kinshasa, the Congolese Parliament, this Tuesday and which saw the victory of Vital Kamerhe.

For political scientist Christian Moleka, what led to this primary was “the difficult management of ambitions”.

What Augustin Kabuya, who signed the summons of deputies for this primary, did not hide at all: “The candidates could not come to an agreement,” he confided to RFI.

“Discomfort within the Sacred Union” Three candidates for one position.

On the one hand, Vital Kamerhe, at the head of the second political force in the Assembly, after the UDPS, originating from the East, an important element, because the president and the Prime Minister are from the West, he ticked all the boxes to claim the perch.

But Modeste Bahati, outgoing president of the Senate, also from the East and at the head of a party with around thirty elected officials, saw himself changing rooms.

While Christophe Mboso, outgoing president of the Assembly, hoped to remain in office.

Head of State Félix Tshisekedi has not made a decision, at least not officially.

“Wanting to leave arbitration to elected officials reveals the indecision and unease that exists within the Sacred Union,” adds Christian Moleka.

And it's not over, since several positions remain to be filled within the office of the National Assembly.

The UDPS, which therefore did not have the presidency, is aiming for the vice-presidency.

For which candidate?

A question to which there is no answer yet.

It will not be Augustin Kabuya who once announced that he wanted to run for this position, but who has since reversed this decision.

Election of governors: the Sacred Union takes the lead in almost all provinces

All provincial governors declared elected on April 30 by the Independent National Electoral Commission (CENI) are members of or close to the political platform in power, Sacred Union of the Nation.

Of the nineteen new provincial leaders, twelve are independent, two are members of the UDPS, two from the AB of Sama Lukonde and the other three are from the ARDEV-A of Jacques Kyabula, A24 of Fyfy Masuka as well as than the ANB of Guy Loando.

But all, including the independents, are members or close to the Sacred Union.

The independents are:

Mike Mokeni (Bas-Uele)
Jean Bakomito (Haut-Uele)
Joseph-Moise K’ambulu (Kasaï-Central)
Grace Nkuanga (Kongo-Central)
Daniel Bumba (Kinshasa)
Willy Bitwisila (Kwango)
Iron Van Kalombo (Lomami)
Moise Mussa (Maniema)
Jean Collins Makaka (Mongala)
Michée Mobonga (South Ubangi)
Christian Kitungwa (Tanganyika)
Paulin Lendongolia (Tshopo).

The UDPS only won the provinces of Kasaï with Crispin Mukendi and Kasaï-Oriental with Jean Paul Nbuebua. AB won Haut-Lomani with Marmont Banza and Sankuru with Victor Kitenge.

The province of Tshuapa is led by Armand Yambe of the ANB, Lualaba by Fifi Masuka of the A24 and Haut-Katanga by Jacques Kyabula of the ARDEV-A.

Furthermore, for the province of South Kivu where a second round is to be held, the duel will also pit two members of the Sacred Union platform.

These are Jean-Jacques Purusi from the AFDC-A party and Emile Sumaili from the UNC party.

Political configuration of the Senate

On the other hand, in the senatorial elections, the opposition gleaned a few seats.

Together for the Republic of Moïse Katumbi won three seats out of the 84.

The other 81 return to power through its Sacred Union platform.

The majority of them were divided between the independents, the UDPS, the AB, the AFDC-A, the UNC, the A24 and the MLC.

Twenty-seven seats are won by independents; eleven by the UDPS, AB and AFDC-A each have five seats; the UNC, A24 and MLC have four each.

The other political groups have less than 3 senators each.

Elections for governors and senators were not organized in the provinces of Kwilu, Equateur, Mai-Ndombe, Ituri and North Kivu, following various reasons presented by the CENI. These reasons are essentially security, administrative and legal.

Citizens of these provinces will therefore have to wait before knowing their governors and vice-governors, as well as their representatives in the Upper House of Parliament.

In order to satisfy those who seek power for selfish and mercantile interest; no longer having political weight, the presidium of the sacred union of the nation commits a serious error by sacrificing the political platform #PEP_AAP of @TonykankuShiku7 , which is the 3rd political force with 44 national deputies. The youth of this political force expresses its dissatisfaction and demands that the presidium correct this error as soon as possible. Why the same people, favoritism and cronyism? It's too much ! @fatshi13 @DeniseNyakeru @AugustinKabuyaT @VitalKamerhe1 @PLukwebo @bembajp @LukondeSama@WamuHenriette @BatumonaLaurent@Cartesien243 @AntipasMbusaN

☝️ Interesting this post above could be by a corrupt person giving his support to Tony Kanku Shiku who is suspected of being Tshisekedi’s cousin’s corrupt son.

Worth considering if Kanku’s party’s sacking is by Judith Tuluku Suminwa who is the new Prime Minister and she is trying to stamp out the corruption. It appears she has already got rid of Adele Kayinda Mahina (MoP) and Antoinette N’Samba (MoM)

Vital Kamerhe succeeds Christophe Mboso

Unsurprisingly, Vital Kamerhe was appointed head of the final office of the National Assembly, this Wednesday, May 22, 2024.

Out of a total of 413 national deputies who took part in the votes for the election of the final office of the National Assembly, nearly 371 gave their votes to Vital Kamerhe,

The leader of the Union for the Congolese Nation (UNC) was the sole candidate for the post of president of the Lower House of Parliament. mediacongo

DRC: Félix Tshisekedi questioned about the absence of an electrification vision after the signing of a new agreement on Inga 3

Lack of vision and trial and error on the electrification policy in the DRC, Congolese civil society is worried. Gathered within the Wakisha collective, 18 organizations that are members of this platform, sent an open letter to President Félix Tshisekedi, following the signing of a new agreement on Inga 3.

Never-succeeded energy projectsSaïbe Kabila

In its correspondence, the collective "Wakisha" expressed its concerns about the signing of a new memorandum of understanding on Inga 3, a mega project to build a new dam with a minimum capacity of about 7,000 megawatts.

Sponsored by the Agency for the Development and Promotion of the Grand Inga Project (ADPI-RDC), the realization of this ambitious project was entrusted to Natural Oilfield Services (NOFLS), a Nigerian oil and gas company. But, this company, explains the collective, is not able to conduct such a type of project.
"Based on preliminary research, it seems that the company would have no experience in the construction of hydroelectric power plants," wrote Wakisha, who noted that President Tshisekedi's vision for the energy sector and particularly for the enhancement of the DRC's energy potential is "inconstant".
For the collective, the vision of the President of the Republic is tinged with many trial and errors to overcome the challenge of increasing the rate of access to electricity to strengthen the development of the economic fabric of the DRC.

Never-succeeded energy projects

Over the past six years, at least four major memoranda of understanding have been signed between the DRC and various companies for the development and construction of energy infrastructure on Inga 3. These projects should in principle solve the recurring problem of the energy deficit despite the great energy potential available to the DRC.

In this regard, Wakisha notes that the memorandum of understanding with Natural Oilfield Services, tries to extend "the list of a dark past of the intentions of the development of Grand Inga potential", without a real technical evaluation of the project and its impact.

"The Wakisha campaign is deeply concerned and says its fear that this memorandum of understanding may be an initiative that extends the list of projects with no future such as the WESTCOR, BHP Billiton, AECOM and EDF project and so many other initiatives," said the collective in this document, a copy of which has reached MINES.CD.

Thus, for the collective, "It is essential that the country's institutions put an end to public exhibitions of signatures of memoranda of understanding that often prove to be devoid of monitoring and impact".

In addition to the call for the design of an integrated plan for the development of energy resources, the Wakisha collective recommends to the Congolese government the development of clear and stable energy policies that encourage investment in renewable energy and energy efficiency technologies, while ensuring fair energy pricing.

According to the "Wakisha" collective, faced with the failure found in the implementation of the projects on Inga 3, the Congolese Government should look at the diversification of the energy mix and an increased capitalization on renewable energy sources (such as solar, wind, hydroelectric, and biomass) to guarantee the stability of supply, and to develop a more sustainable, resilient and adapted energy system to future challenges.
