Lack of vision and trial and error on the electrification policy in the DRC, Congolese civil society is worried. Gathered within the Wakisha collective, 18 organizations that are members of this platform, sent an open letter to President Félix Tshisekedi, following the signing of a new agreement on Inga 3.

In its correspondence, the collective "Wakisha" expressed its concerns about the signing of a new memorandum of understanding on Inga 3, a mega project to build a new dam with a minimum capacity of about 7,000 megawatts.

Sponsored by the Agency for the Development and Promotion of the Grand Inga Project (ADPI-RDC), the realization of this ambitious project was entrusted to Natural Oilfield Services (NOFLS), a Nigerian oil and gas company. But, this company, explains the collective, is not able to conduct such a type of project.
"Based on preliminary research, it seems that the company would have no experience in the construction of hydroelectric power plants," wrote Wakisha, who noted that President Tshisekedi's vision for the energy sector and particularly for the enhancement of the DRC's energy potential is "inconstant".
For the collective, the vision of the President of the Republic is tinged with many trial and errors to overcome the challenge of increasing the rate of access to electricity to strengthen the development of the economic fabric of the DRC.

Never-succeeded energy projects

Over the past six years, at least four major memoranda of understanding have been signed between the DRC and various companies for the development and construction of energy infrastructure on Inga 3. These projects should in principle solve the recurring problem of the energy deficit despite the great energy potential available to the DRC.

In this regard, Wakisha notes that the memorandum of understanding with Natural Oilfield Services, tries to extend "the list of a dark past of the intentions of the development of Grand Inga potential", without a real technical evaluation of the project and its impact.

"The Wakisha campaign is deeply concerned and says its fear that this memorandum of understanding may be an initiative that extends the list of projects with no future such as the WESTCOR, BHP Billiton, AECOM and EDF project and so many other initiatives," said the collective in this document, a copy of which has reached MINES.CD.

Thus, for the collective, "It is essential that the country's institutions put an end to public exhibitions of signatures of memoranda of understanding that often prove to be devoid of monitoring and impact".

In addition to the call for the design of an integrated plan for the development of energy resources, the Wakisha collective recommends to the Congolese government the development of clear and stable energy policies that encourage investment in renewable energy and energy efficiency technologies, while ensuring fair energy pricing.

According to the "Wakisha" collective, faced with the failure found in the implementation of the projects on Inga 3, the Congolese Government should look at the diversification of the energy mix and an increased capitalization on renewable energy sources (such as solar, wind, hydroelectric, and biomass) to guarantee the stability of supply, and to develop a more sustainable, resilient and adapted energy system to future challenges.

It must be recognized that the time taken to establish the institutions resulting from the general elections of December 20, 2023 has served the different political groups to refine their ambitions and find ways to materialize them.

It is from this perspective that in political circles from the former Greater Katanga, we hear reflections which tend to legitimize the fact that this extremely rich mining region of the Democratic Republic of Congo (DRC) has the right to claim direction of the Senate institution in view of its political weight and the role that this space plays in the formulation of the country's political and economic strategies.

From this perspective, Katanga also wants to participate as a functional space in the constitutional representation of power resulting from the last general elections.

If the Grand Kasaï area has the Presidency of the Republic, Kongo-Central the Prime Minister and Grand Kivu the National Assembly, it would be fashionable for Greater Katanga to take the Senate for sociological balance and mobilization of all on the national stage.

In the implementation of national public policies, it is essential that we take into account the balances in this mosaic Republic where exclusion is often a source of serious conflicts.

Greater Katanga has always positioned itself as the area par excellence contributing to major national ambitions and the way in which central power is articulated in Katanga often sets the tone for other public policies.

It must be recognized that separatist desires were constructed by the Belgians who said to themselves that if the pan-Africanist independence movement affected the Belgian Congo, it, Belgium, could bring its ambitions of occupation and expansion back to Katanga, judged by it to be the useful Kongo.

Among the names that keep coming up, there is that of Jean-Michel Sama Lukonde Kyenge, the outgoing Prime Minister of the “Warriors” Government.

The man had the confidence of the Head of State with whom he had courteous relations and perfect collaboration during the past mandate.

It must be admitted that the record of the Head of State was based on a tireless worker in the person of the Prime Minister who spared no effort to build the basis of a policy based on the resolution of the fundamental problems which corrode national life.

Judith Suminwa Tuluka's predecessor managed to increase the national budget to 16 billion US dollars.

To do this, he faced major unforeseen events without getting lost, notably the COVID-19 pandemic (which appeared on November 16, 2019 in Wuhan, China, then declared a state of public health emergency of international concern on January 30). 2020), the Francophonie games in Kinshasa (from July 28 to August 6, 2023), the general elections financed with own funds and the war effort in the east of the country without losing control of public policy indicators. In the last days of consultations, the head of state allocated most of the portfolios to his party while the other forces and their leaders are content with lesser positions.

They are the VPM of the Economy Mukoko Samba, the Minister of Finance Doudou Fwamba Likunde Likombio, the Minister of Industry Louis Kabamba Watum, the Minister of Mines Kizito Pakabomba Kapinga, the Minister of Health Samuel Roger Kamba Mulamba, of the Minister of Gender Léonie Kandolo, the Minister of Tourism Didier Mpambia Musanga, of Agriculture Grégoire Mutshail Mutomb, of Foreign Affairs Thérèse Kayiwamba Wagner, of Hydraulic Resources and Electricity Teddy Luamba Muba and finally of the ESU Safi Somba Ayane.

The president is gradually distancing himself from political actors who have tarnished the image of the regime because of the widespread misappropriation of public funds. Tshisekedi removed many leaders of political groups from the executive.

$AVZ: We're getting closer to a legal government in DRC. As I mentioned a few weeks back, these are the final steps to a government.

1. Gov't forms a kind of "operating agreement" btw it and the Presidency. Consider it similar to a partnership agreement.
2. Gov't creates and send to the National Assembly the national policy- which lays out the policy goals of the new government for the next 5 years.
3. National Assembly votes to amend/adopt/rejects the national policy.
4. President and all Ministers declare their wealth to Constitutional Court per the Constitutions. (@KiengeKki + other Congolese influencers, please correct me if I am wrong regarding these final steps).

With the below news, we're at #2 and apparently there was no deliberation or consultation with the public about the national policy- @SuminwaJudith just copy and pasted from FT's campaign promises (which I've linked below for reference). I think a place to watch is #3. There is some grumbling among the ruling coalition that the new gov't doesn't properly reflect the "weight" of the political parties constituting the coalition. So, in otherwards, ppl are saying to Madame Judith "Hey, our party obtained X number of seats but only got Y ministerial positions? WTF, lady?" or "Hey, our party is from region X but there are no ministers from our region? WTF, lady?". Could these parties exact some leverage by withholding votes for the national policy?
