You and Carlos are correct, this is in relation to the merits of the case. From the 'Disputes update' announcement under the title dispute section:Read it as moving towards the formal part of the process whereby both sides put forward their complete brief of evidence??

In the context of ICSID arbitration, the "memorial" is typically lodged at the beginning of the arbitration process. It is one of the initial written submissions presented by one of the parties to the dispute. The memorial sets out the party's position, legal arguments, and supporting evidence at the outset of the arbitration proceedings.
Edit: I have no idea really!!
"In the substantive proceedings, the next procedural step is for the AVZI, GLH and Dathcom to file their statement of claim by 20 March 2024."
I think it won't be too long for us to hear what's happening re: non-compliance with the interim measures at ICSID. Any further non-compliance of interim measures won't be a good look when it comes to a ruling against the DRC (including on award of costs). Especially combined with Cominiere's non-compliance with the ICC interim orders.
It will be embarrassment galore on a whole for the DRC if something drastic isn't resolved soon.
