Jules Alingete: "With the Chinese contract, the Congolese intellectual is an obstacle for the development of the DR Congo"​

Considered as the door to paradise for the Congolese, the Chinese contract, through SICOMINE, turned out to be the route to hell after the investigations carried out by the General Inspectorate of Finance, under the leadership of Jules Alingete as Head of Service.
In an interview delivered to the RTNC, the latter indicated that by visiting this Chinese contract, it is easy to discover that with his pen, the Congolese intellectual can kill thousands of Congolese and remains an enemy of development.

With this Chinese contract, it is well established that the country was not plundered by illiterates but by intellectuals. These crooked intellectuals, when signing this contract, put provisions that make their claims difficult.
There are provisions which say, for example, that in the event of a conflict, foreign courts remain competent.
With this behavior of the Congolese intellectual, the Democratic Republic of Congo will be condemned for free for having trained people who then stabbed her in the back. And yet, these intellectuals, who must realize that they should be "lights" for society and not "weapons" of mass destruction.

For his part, the president of ODEP and member of Congolese civil society, Florimond Muteba, who also spoke following the audience granted to him by Jules Alingete, recalled that through this contract, the SICOMINE should execute the mining part, etc.
Faced with the controversies created by the contract, civil society was obliged to intervene in order to support the IGF in protecting the interests of the Congolese people. Because, no one is unaware that the mining sector represents a bit of everything for the Congolese. And, the controversy aroused could not leave civil society indifferent.
Given the damage, the nationalization of this SICOMINE was requested.

17 billion dollars were at stake to earn only about 300,000,000 dollars with overbilling as in the case of the 50th anniversary hospital.
This is how the idea of a review was accepted by the government with the establishment of a joint commission, in which ODEP also participated.

Since March 2023 to this month of August, there has been silence, despite the President of the Republic's trip to China.
Although difficult, the negotiations with the Chinese side could lead to good results, estimated the president of the ODEP after talks with Jules Alingete.

Optimism confirmed by the Inspector General of Finance, who indicated that the two Heads of State, Congolese and Chinese, have asked that the negotiations, which have already been held for three months, can take place in a fraternal atmosphere and in silence, for a win-win partnership.

What you have to remember is that the task is not easy when you have to start from a base where there was a winner on one side and a loser on the other. One element that has caused the delay is the fact that the negotiations no longer hold together with stray threads or puppets.
Today, the Congolese government, under the leadership of Félix Tshisekedi, wants the country's interests to be preserved.

On August 15, 2023, an AVZ Minerals delegation made a courtesy visit to the headquarters of the Mining Cadastre, where it was warmly received by the Director General, Mr. Paul Mabolia and the Deputy Director General, Mr. Jacques Muyumba.
This visit had a double objective. First of all, it aimed to present the civilities of AVZ Minerals to the newly installed management committee and simultaneously, to discuss the social and economic benefits for the DRC of the Lithium exploitation project in the Manono by the company DATHCOM. The AVZ Minerals delegation was composed of Mr. Nigel Ferguson, CEO of the company AVZ Minerals, Mr. Landry Me
This meeting was of particular importance, especially since it marks the resumption of working sessions between the Minerary Cadastre and AVZ Minerals Ltd on the above-mentioned project.

For its part, DG CAMI, Mr. Paul Mabolia, was fully satisfied with this initiative and expressed his enthusiasm for the prospects for future collaboration. He also expressed his willingness to get personally involved, under the supervision of the Ministry of Mines, to ensure the success of the Manono project.
As a reminder, this project is of paramount importance, because it has the potential to transform the entire Greater Katanga region through the exploitation of lithium, a highly coveted ore. AVZ Minerals Ltd's unwavering commitment to the realization of this project is harmoniously combined with the vision of the Head of State, His Excellency Félix Antoine Tshisekedi, as well as with the senior management of the mining cadastre. In order to discuss the social and economic benefits for the DRC of the lithium exploitation project in the Manono by DATHCOM, a delegation from AVZ Minerals Ltd exchanged this Tuesday, August 15, with Paul Mabolia and Jacques Muyumba, respectively DG and DGA newly appointed head of the Mining Cadastre (CAMI).

According to a statement from AVZ Minerals Ltd, including a copy sent to MINES.CD, it is indicated that this meeting is "a singular importance", especially since it marks the resumption of work sessions between the Mining Cadastre and the Australian mining giant on the lithium exploitation project in the Manono.

"Paul Mabolia was fully satisfied with this initiative and expressed his enthusiasm for the prospects for future collaboration," noted the statement while explaining that the DG of the CAMI also expressed his willingness to "involve personally", under the supervision of the Ministry of Mines, to "guarantee the success of the Manono project".

The lithium exploitation project in the Manono is currently of paramount importance for the country, because it has the potential to "transform" the entire Greater Katanga region through the exploitation of lithium, a highly coveted ore.

FACT.

The energy sector in the DRC is managed by the government on the basis of the 2014 law liberalizing the sector in the country, and not according to the will of Cominiere or Zijin, Chinese or individual. Here is an official letter from the Gen Energy Secretariat of January 2023 to NGOs.

I know there are Chinese from Zijin but the local workers would have fled for bad payment and treatment like any good Chinese in the DRC. Moreover, I rely on official government documents which legally commit Cominiere and any other partner.

Good luck. But in case of conflict on this file, the official documents of the government and the State are not in favor of Cominiere and Zijin but for AVZ-Power. This is the big weakness in your showdown with
@AvzMinerals : government documents. Good Luck!
