President Tshisekedi's record is satisfactory" (Ndondoboni)
The balance sheet (of President Félix Tshisekedi) is satisfactory, it is a good balance sheet.
I do not want to say excellent, simply because we are human, we can set ourselves (the objectives of reaching) 100%, but the fallout will perhaps be 70 to 80%”, note, in the magazine FACE -TO-FACE of TOP CONGO FM, Fiyou Ndondoboni, president of the Orange party, member of the Sacred Union and close to the UDPS, presidential party.
“The results are positive in relation to the initiatives taken for the development of the Congo.
The Head of State Félix Tshisekedi has set a vision of change, of transformation in the country and faced with this vision, he had to put in place a plan which is totally positive”, he explains before detailing: “this plan had 3 important stages”.
These include “the unbolting of the existing system which constituted a blockage for him.
It was absolutely necessary to obtain a majority that would allow him to exercise options and make reforms, setting up the basis for development.
It is here that there was the materialization of the initiatives (in particular) on the diplomatic level.
Today, the negative perception of the DRC because of its diplomacy has completely changed, we talk about the Congo as a solution country".
For him, "yesterday, we had no international visit. That has changed.
The proof is that the Pope will be in this country, the King of the Belgians arrived here, the Heads of State parade here, etc.
We were, for years and years, under a military embargo, its diplomatic action has laid bare all security issues.
There is the fight against corruption.
Agencies have been set up.
On the economic level, we have passed from a budget of 5 billion to 15 billion dollars, the same agencies which did not produce yesterday, because of the discipline of management, manage to produce even to go beyond".
And to add: "on the social level, we see the control of free education with an impact.
We have gone from 33% to 25% of the illiterate rate, there is an increase in salaries of 4 at 45%, etc., there is the revival of the development of the Congo with the development project of the 145 territories.
This project is really the key to the development of the Congo because it brings together everything that we can have in the big cities and brings them back to the territories".
A man's problem
On the other hand, Fiyou Ndondoboni points to a "problem of men" to justify the "hassles" of the said balance sheet.
"The men really did not help him. He said it himself (during his last speech before the Parliament meeting in) congress: many projects did not come to fruition because of (a problem) of coordination and management," he says.
"There is (also) the individual behavior of each other.
The management of the country is the extension of the arms of the Head (of the State), so that when you are entrusted with a responsibility as minister or business manager, you have to perform in an exemplary manner in order to contribute to the final result, but this culture of good individual management is not yet anchored.
It was a real obstacle.
This one prevented that the projects of the Head (of State) materializes correctly as planned", estimates the ally of Félix Tshisekedi.
"God be praised, (in the last ordinance), there is someone who will take care of the management of these projects. So this is already a solution to this concern", he says.
What about the responsibility of the president?
If it is the fault of others, the President of the Republic is therefore not responsible for anything? Can we rightly ask.
To this question, Fiyou Ndondoboni squarely clears Felix Tshisekedi.
"The Head of State gives the impetus, he communicates the vision, It is the government that executes, it is the government that is accountable to the National Assembly.
At this level, everything that the Head of State "The state has to do is to reassure itself that the various organs are functioning normally and at the current stage, everything is functioning normally," he said.
"There is a government in place and the Head of State is pushing for things to be done differently.
At each Council of Ministers, in his introductory words, the Head of State always has a communication, an orientation so that there is a concrete change somewhere. It is up to all these actors to concretize correctly", he sees.
"This is why it is necessary that the General Inspectorate of Finance (IGF) and justice do their job so that where it does not work, that they are arrested", indicates the president of the Orange party.
IGF: 51 control missions launched for the proper execution of the 2023 budget
The General Inspectorate of Finance (IGF) has launched since January 23 51 control missions throughout the national territory.
The operation will go until the end of the execution of the 2023 budget.
Before being deployed, the financial controllers were equipped technically and morally in order to bring the expected results in relation to their mission in the field.
They are responsible in particular for ensuring the proper execution of the budget for the current financial year, both in terms of revenue and expenditure in State enterprises, the 3 financial departments (DGI, DGRK and DGDA), in the public expenditure chain and the Central Bank.
As a result, they are required to control upstream (financial patrol) and support the mobilization of public revenues.
Types of IGF missions
The General Inspectorate of Finance carries out three types of control: a priori control, concomitant control and a posteriori control. For the first, the audit or verification is carried out before the implementation of the action or decision.
Regarding the second, the IGF has inspectors permanently present in the institutions and the control is carried out when the manager takes the action or makes a decision.
With regard to the last type, the verification is done after an act or a decision has been taken. The IGF inspectors then cross-check this decision.
The IGF ensures the sound management of public finances
Jules Alingete, the Inspector General of Finance, head of department, has always described corruption as an established system or a disease inscribed in the DNA of several Congolese managers.
This is why his service is multiplying actions to stem this scourge that is bringing the DRC to its knees.
Change is not easy and the fight will not be done in a day, let alone in a year.
According to him, establishing transparency and good governance will take time.
