Energy deficit affects state mining revenues

The energy deficit for the mining sector is estimated at 1500 megawatts.

Mining companies are not able to process minerals locally and sometimes companies export raw minerals.

This constitutes a shortfall for the Congolese State.

Indeed, the panorama of minerals in the DRC shows that this country is immensely rich.


In 2020, the DRC produced 95,000 tons of cobalt.

In 2018, the DRC produced 16.4 million rough diamonds, making it the leading diamond producer.

In 2021, this country produced 1,797,836 tons of copper, but revenues in the state coffers remain low and yet, revenues cover only half of the national budget.

In 2018, for example, revenues from the mining sector were 2,735.3 billion US dollars, while the national budget was around 5 billion.

The energy deficit and its impact on revenue

For Emmanuel Umpula, director general of Afrewatch and member of the Mwangaza network, this situation can also find an explanation in the energy deficit.

”I think we lack energy, which has a very significant impact on state revenues because the minerals are not processed locally and we are forced to export concentrates, when we export concentrates, it means a loss of earnings for the State because our country needs to produce noble products,” he says.

To add: “When you export concentrates, it is as if you are selling a car for the price of a few parts of the car.

In this case, the exporter also exports minerals that are not covered by its exploitation permit and the Congolese state is the big loser.


Thus, NGOs are raising their voices for the DRC to put in place a clear energy policy.

This will allow mining companies to process the minerals on site, and thus sell a finished product.

“And that will bring great added value and create jobs for the Congolese, but above all, it will have a positive impact on State revenue”.

I think we'll all learn that the voluntary suspension is in fact to allow the company to sort out the issue of the mining licence and payment of surface rights. Once this is sorted / announced a left field offer will be made clear whether it is some type of TO or JV from another party not previously disclosed. All IMO & Just my musings - probably totally wrong but I thought I'd put it out there anyway. 🤷‍♂️🙆‍♂️

ZES-Maluku: Choice international concocts a project for the assembly of vehicles

After the implementation of the Industrialization Master Plan of the Democratic Republic of Congo, companies are scrambling to settle in the pilot special economic zone of Maluku to benefit from various facilities.


Among these companies is Choice International, which specializes in the automotive industry and has proven itself in Nigeria.

This Chinese company intends to quickly set up its vehicle assembly plant in the pilot special economic zone of Maluku, announced Thursday July 28, Diana Chen of Choice international and the group CIG Motors Ltd as well as the China-Africa Economic Council, to the Minister of Industry, Julien Paluku Kahongya.

Happy to hear this good news, the Minister of Industry provided details on the Industrialization Master Plan which subdivides the Democratic Republic of Congo into 6 industrial spaces, each with its own economic profile.


The former governor of North Kivu also returned to the process of creating special economic zones.

Speaking of the electric battery industry, Julien Paluku Kahongya said that the DRC is the best destination in the world today, thanks to its strategic minerals which are involved in the manufacture of batteries and electric vehicles.

The director of cabinet of the Minister of Industry, Jean-Dieudonné Kavese, underlined that a roadmap to accelerate the installation of this Chinese company in the Democratic Republic of Congo has been set up.

“It was discussed with Minister Paluku that we could soon put in place a roadmap that will allow us to be pragmatic. We have just been told that in this roadmap, within 350 days, the first plant can be operational with the production of the first vehicle and that as a first step, it starts with the creation of the company in the DRC and that if they have an order for 1000 vehicles, they are already ready that they can bring these vehicles here to Kinshasa and while these vehicles will be there, they should already open a store where they will start to have spare parts and at the same time have a space in the special economic zone where they will start assembling these vehicles”.

At this meeting, Claude Ibalanky, the coordinator of the National Monitoring Mechanism of the Addis Ababa Agreement and some members of the office of the President of the Republic and the Prime Minister attended the meeting.

I've not seen any mention that the vehicle assembly plant with be for EVs. I imagine it will be for low cost vehicles suited to the local conditions.

I've not seen any mention that the vehicle assembly plant with be for EVs. I imagine it will be for low cost vehicles suited to the local conditions.

COMINIERE is also opposed to the assertion that AVZ owns 75% of the shares fully crystallized by the fact that Jin Chen, Zijin's subsidiary, is not a shareholder of DATHCOM Mining SA.
