CONTINUOUS DISCLOSURE REVIEW

The Company would like to announce that, as a result of a continuous disclosure review by the Ontario Securities Commission (the “OSC”), the Company would like to clarify its disclosure as some company disclosed information should only have been disseminated once its preliminary economic assessment

(“PEA”) will have been completed.

Manono Lithium Tailings Project

The Preliminary Economic Assessment (PEA) is progressing on track with the following activities ongoing:
  • Metallurgical test results from DMS received and flotation testing underway,
  • Site selection survey for location of plant and tailings storage facility.
  • Road survey for export of material
  • Appointment of SRK Consulting for peer review of environmental and social studies leading to an ESIA for the future completion of the FS.
The PEA is scheduled to be issued by end of April.

TiTan Plant

Following activities are ongoing despite the particularly harsh rainy season:
  • Mine processing plant base concrete work
  • Mine Tailings Storage Facility Excavation
  • Mine camp/workshop area
  • Moving of plant equipment from Manono to project site

Completion Date for the Titan Plant is expected during the month of May.

Pegmatite Corridor

Drilling commenced in December where a total of 6 holes totaling 332m were drilled before the Xmas demobilization. Drilling was performed using RC drill rigs to test the depth of fresh hardrock of the LCT pegmatites.

Drilling has been suspended since January due to the difficult access conditions during the rainy season and some technical breakdowns on the drilling equipment. The program for 20,000m of drilling on the Corridor remains current and additional drill rigs are planned to be mobilized during the dry season to complete the planned meterage.

While we wait to resume the drilling, the Company is continuing with it’s passive seismic survey campaign on a grid spaced at 500 x 50m (between sections and reading stations) and a total of 11 section lines @ 4.95m each and strike length @ 5km. This will allow to:
  • Verify any sudden bedrock depth changes due to pegmatite dykes/silicification
  • Providethe exploration team with additional data for the general area further geology set-up interpretation and delineate geological structures possibly associated with Li-pegmatite
  • Define zones/areas for detailed follow up with RC/DD drilling program

EXCLUSIVE: Tantalex Lithium on track to become DRC’s first lithium producer​


While the DRC has some of the best lithium resources in the world, it has, as yet, no formal large-scale lithium production. This situation is likely to change within the next two years as Canadian junior Tantalex Lithium Resources is now well advanced with its plans to produce lithium – and some tin and tantalum – from its primary asset, the Manono tailings dumps in the DRC.

Tantalex’s CEO, ERIC ALLARD, recently updated Contributing Editor ARTHUR TASSELL on the progress being made on the project, which could be commissioned by early 2025.

The Manono dumps, located close to the town of Manono in the DRC’s Tanganyika Province, are a legacy of more than 60 years of mining at the Manono site. The Manono-Kitotolo mine operated from 2019 through to the mid-1980s, producing over this period an estimated 140 000 to 180 000 tonnes of tin and 4 500 tonnes of coltan concentrate.

was not recovered as it was not considered a valuable product over these years. The resource is contained within 11 tailings dumps spanning a length of 12 km in a south-west to north-east direction. The lithium mineralisation is primarily hosted in spodumene while the tin mineralisation is hosted in cassiterite and the tantalum in tantalite.

The tailings were deposited on ground adjacent to the various open pits. The coarse tailings were deposited into raised heaps that reach up to 70 m above surface in some dumps while the fine tailings material was deposited into flat terraces adjacent to the coarse tailings dumps.

Tantalex Lithium, which was founded in 2013 and is listed on the Canadian Securities Exchange, the Frankfurt Stock Exchange and the OTCQB Venture Market in the US, currently holds a 52% stake in the joint venture – known as MINOCOM Mining– which holds the Manono tailings exploitation licence (PER13698).

Its partners are state-owned mining company COMINIERE SAS and Congolese company MINOR SARL, which respectively hold 30% and 18% of the project.

Allard, a French-Canadian geological engineer, has been President and CEO of Tantalex Lithium since 2019, after previously working as a consultant to the company. Partially brought up in Africa, he has wide experience of working not only in the DRC but also the Republic of Congo and Ethiopia.

The Manono Lithium Tailings project is highly attractive,” he says. “The distinguishing feature is speed to market compared to its peers since the material we will exploit has already been mined and the process route is likely to be very straightforward, incorporating standard and well understood technologies and equipment.

“We are actively working on a PEA to be followed by further studies and are aiming for production in early 2025, which will very likely make us the DRC’s first formal lithium producer.”

He adds that he does not foresee any problems in financing the project. “The lithium price has come off in recent months but is still in record territory.

“Moreover, the outlook for the metal remains very positive over the medium-to longer-term. It has been estimated that to meet the needs of the battery storage and EV industry, the world is going to need roughly five new mines a year over the next few years.

‘This puts us in a great position and our project is already attracting attention from potential investors and offtakers even though our PEA is not yet out.”

A sizable resource

A big step forward for the project was the release in December last year of a maiden MRE prepared by South Africa’s MSA Group. According to the MRE, the project has 5.46 Mt at 0.72% Li2O in the measured and indicated categories and 6.63 Mt in the inferred category at a grade of 0.49% Li2O.

The MRE is based on geochemical analyses of samples obtained by air-core drilling undertaken by Tantalex Lithium from September 2021 to July 2022. In all, 368 holes were drilled for a total of 11 922 m of drilling, the majority of them being collared in what is known as the K dump (which has a 700 x 630 m footprint and a maximum depth of 24 m), which contains stacked tailings.

“The resource we have is very sizeable for a tailings project and definitely has scope to grow as it is based on just five of the 11 dumps we have,” Allard says.

The fact that a sizeable part of the resource is in the inferred category is a result of the geometry of the dumps, in particular the angle of repose of the stacked tailings.

“Drilling on the slopes was not possible so we have had to class much of the material in the slopes as inferred,” he explains. “We are looking at ways and means of getting this material into the indicated or measured categories.”

Tantalex is currently well advanced with the PEA. This is being undertaken by NovoPro of Montreal, Canada and the results are expected shortly. It will be followed almost immediately by a PFS, which is targeted for completion by late this year. Already some of the work streams that will feed into the PFS, such as the ESIA, road surveys, and further metallurgical work, are in progress.

“We are currently undertaking further metallurgical test work to finalise the conceptual flowsheet and to determine what additional technologies can be deployed to ensure that we extract maximum value from the tailings,” says Allard.

Potential for further development

While the mining operation and the process plant will be straightforward, the logistics of the project are more challenging, given that Manono is located about 480 km north of Lubumbashi. “The distance by road is over 600 km and the road, at least in parts, is in poor condition,” he notes.

“Having said this, we have brought in some trial loads using 22-tonne trucks, which will be sufficient to bring in all the modules of the proposed plant when we reach the construction stage.

We’re currently surveying the road, in close cooperation with the relevant authorities, to establish which sections will need rehabilitation and which bridges might need strengthening.”

While the tailings project is currently Tantalex’s flagship, a second project it has in the Manono area offers ‘blue sky’ for the longer term. This is its Pegmatite Exploration Corridor (PEC), a 25 km long, 5 km wide corridor which has been defined by an aeromagnetic survey. Two 4 x 2 km radiometric anomalies are located at the north-east and south-west ends of the corridor, indicating the presence of pegmatites below a shallow cover.

The PEC ground is located south-west and down strike of the Dathcom Mining JORC-compliant 400 Mt Roche Dure resource, grading 1.65% Li2O, 715 ppm Sn and 34 ppm Ta, which is regarded as one of the biggest undeveloped hard-rock lithium resources in the world.

Australian company AVZ, which is a major shareholder in Dathcom Mining, has completed a DFS demonstrating Roche Dure’s ability to produce 700 ktpa of high grade SC6 lithium.

“Depending on exploration success, we could end up transitioning from being a company primarily dependent on the recycling of tailings to a hard-rock lithium miner,” says Allard.

“Certainly, we believe we’re in the right neck of the woods for a discovery. Our exploration is in its early phases but we’re now going to start ramping up our activity on the PEC. We have a total of 20 000 km of RC and diamond drilling planned over the next few months at drill targets identified from aeromagnetics and radiometric surveys.”

Apart from the Manono tailings and the PEC, Tantalex has a third asset in the Manono area – the TiTan project held by United Cominiere SAS, which is a joint venture between Tantalex (with a 70 % interest) and Cominiere SAS (with 30 %). TiTan will exploit an alluvial coltan and cassiterite resource in an ancient riverbed located about 30 km south-west of the town of Manono and just south of the PEC. The coltan and cassiterite is found in gravel layers 1 to 2 m thick under approximately 5-7 m of overburden.

The mining method will be conventional strip mining in an upstream direction (north to south) across the old river channel to minimise the influence of water when the mineral-rich gravel is excavated.

The overburden of each strip will be backfilled into the previously mined-out strip, rehabilitating the mined-out areas as mining proceeds. The gravels will be treated in a 130 t/h modular plant which has already been delivered to Manono and trial tested.

Earthworks have been completed with foundation work ongoing and 70% of the plant already arrived on site from Manono. The facility – said to be the most modern alluvial plant in the DRC – will be commissioning within the next few weeks and should be in production by May this year.

Finally, and assessing Tantalex’s prospects, Allard says the company has a very bright future “With TiTan close to commissioning and the Manono Tailings project at an advanced stage, we’re well on our way to transitioning from being a junior explorer to a producer,” he states.

“We believe that Tantalex has great combination of near-term producing assets and greenfields exploration opportunities and is well positioned to become as an important player in the DRC’s mining sector.”

RP19203 which declared the foreign company "Sandstone Word Wide Ltd" non-existent under Congolese law and dismissed it in court as well as Canadian citizen Eric Allard, its president, for lack of quality;

RPO 10247/10267 which sentenced Canadian citizen Eric Allard to 3 years of main criminal servitude and the payment of USD 50,000 in Damages for forgery and use of forgery;


RAC 2942, judgment before saying right, which ordered the suspension of this case on the basis of the "criminal who keeps the civilian in condition", whose request is the restoration of the additional or amending registration of the fraudulent RCCM of October 16, 2021;

Considering that there is to date no judgment contrary to all these judicial decisions that have become res judicata, and that they are said on behalf of the Congolese people and executed in the name of His Excellency the President of the Republic, Head of State;
Our citizen organizations and platforms want COMINIERE SA to be able to:

Remain impartial to disputes between partners and to deal only with shareholding as dedicated to the RCCM of January 20, 2022 because it is ratified by a final judgment;

Compose and deal only with the partners of UC SAS of whom RCCM is cited to resolve the dispute related to several tens of tons of mining products, containing essentially coltan, which have been the subject of fraud and illegal exploitation at the expense of individuals whose judicial file is pending at the prosecutor's offices and for which we hold an independent expert report of which we have read a copy;

Respect its recommendation made to shareholders, in its letter of February 4, 2021, to refer to justice to be divided by final judgments.

Unless we misunderstand, the analytical reading of the documents at our disposal proves that the transfer of the shares in United Cominière SAS on March 17, 2020 is confirmed by:

The contract for the transfer of shares between Sandstone and ORE SARLU;
The additional registration to the acts of "UC SAS" and the Minutes of the transfer of March 17, 2020, including the RCCM of October 7, 2020;

Excellency the Minister of Mines, it is common knowledge that to date, this assignment has never been the subject of any annulment in court.

Any challenge to the assignment can only be the responsibility of the Courts and Tribunals and not of another institution. To date, they have not issued any decision calling into question the said assignment.

As a result, the injunctions of the Minister of State in charge of Justice and Keeper of the Seals in this case do not replace judgments and constitute a breach of justice and an unfortunate unfortunate precedent, especially since she herself cannot act as a judicial body, according to Congolese law.

The quantity of minerals indicated above was exploited, in the concessions of "UC SAS", illegally and fraudulently and then evacuated, clandestinely, in flagrant and harmful violation of the provisions of the commercial contracts that bound the two parties (UC and Afrimet/COPROCO).

Therefore, Excellency the Minister of Mines, we invite the Government of the Republic, particularly your Ministry and that of Justice as well as all the services and establishments dependent on it, including the Mining Cadastre, to take into account all the elements mentioned above, to respect the decisions of Justice valid to date and to draw all the consequences of law and administration towards foreign citizens Eric Allard and Hadley Natus on "UC SAS" (and its mining permits) to which they owe millions of US dollars for tens of tons of coltan fraudulently taken on Research Permits, contrary to Congolese laws including the revised Mining Code and Regulations.

This would be a significant contribution on your part to the consolidation of the business climate and at the same time would allow communities where minerals have been extracted to benefit from the mining fee on exported products.


Finally, in the name of compliance with the laws of the Republic and the principles of transparency, that all the relevant services of the Ministry of Mines and Cominière as well as Tantalex Lithium Resources Corporation can publish the Final Feasibility Study and the Social Impacts and Environmental Study that have obtained favorable opinions required by the mining law in order to obtain your instruction in the Mining Cadastre to transform the PRs concerned into PE that famous junior listed in Canada and Germany.

NAIROBI/ TORONTO, Sept 8 (Reuters) - Tantalex Lithium (TTX.CD), a Canadian junior miner that is aiming to produce lithium from the Democratic Republic of Congo (DRC), said on Friday its tailings project has secured the backing of Glencore (GLEN.L).

The Swiss miner and trader will pay a staggered $5 million to Tantalex as part of the marketing off-take agreement and has agreed to finance a third of the capital requirements for the DRC project, if it meets its conditions, Tantalex said in a statement.

Glencore has agreed a term-sheet to market the spodumene concentrate - or high-purity lithium ore - that will be produced at the Tantalex's Manono tailings project in the Congo.

Tailings dams, which can tower dozens of meters high and stretch for several kilometres, are a common waste-disposal method for miners.

Some of the dumps at Manono tailings, deposited several years ago, reach maximum heights of 70 metres (230 ft), Tantalex said on its website.

The deal is subject to Glencore conducting due diligence and its backing of Manono helps to de-risk the project, Tantalex CEO Eric Allard said.

Glencore, which mines copper and cobalt in the DRC started to trade lithium around a year ago, even though it has said it has no interest in owning lithium assets outright.

Allard said Glencore's expertise in the country "will be crucial for developing further our activities in the DRC."

Globally, mining companies and manufacturers are scrambling to secure supplies for lithium, which is key to boosting growth in battery electric vehicles as the world seeks faster alternatives to clean energy.

"The capital expenditure financing commitment is a significant milestone in the de-risking of the project and achieving our goal to become the first lithium producer in the DRC," Allard said.

Tantalex's project would need a capital necessary for the development of US$150 million in total, Glencore's financing will be in three instalments; a first of $2 million and a second of $3 million. The last tranche concerns the financing of one third of the capital expenditure required for the project, subject to a number of conditions.

"Glencore already has very well established mining operations in the DRC [...]. Their experience and expertise in the country will be crucial to further develop our activities in the DRC. CAPEX's funding commitment is an important step in reducing the risks associated with the project and in achieving our goal of becoming the leading lithium producer in the DRC, "commented Tantalex CEO Eric Allard.

Many analysts find in this agreement between the Swiss giant Glencore and the Tantalex Canadians, another strategy for the opponents of the DATHCOM project with the Australians of AVZ MINERALS, whose Congolese government is blocking for political reasons.

Glencore, on the other hand, according to its executives, does not intend to exploit or take large stakes in lithium mines, he prefers to use its traditional business model, which consists of providing loan financing in exchange for the supply of the exploited product.

But for the moment on the website of the Mining Cadastre of the DR Congo (CAMI) and COMINIERE, these two permits are still registered as 100% property of the Congolese public company.

It wouldn't surprise me if they are muddying the waters trying to point the finger at the German and his cronies since Nige and team are playing by the book and have their noses clean. They have to direct the heat somewhere. We aren't the only people Cominiere and CAMI fight with.

It doesn't have anything to do with the other tenements I don't think.
That just illustrates that CKK, CAMI and cronies screw around with everyone.

I'd be guessing, but references to United Cominiere and CEO are because Klaus and Co are ex AVZ and we know they aren't the straightest arrows.

So Zijin will be saying they didn't know about FROR or were at least told it didn't matter.

CKK and Co will be pointing at Klaus, Eric Allard etc because they've worked out they can't pin Nige and current management and that's their only avenue to throw shade at AVZ.

Klaus is/was part of TTX, so they'll be trying to include anything they think he might have done with TTX as a majority holder in United Cominiere that could be dodgy, whether true or not.

How it ties in exactly I don't know, but my best guess is something along these lines.

The RCE 7495 which endorsed the RCCM of January 20, 2022 as well as the decisions to delete the false RCCM of October 16, 2021;

RP19203 which declared the foreign company "Sandstone Word Wide Ltd" non-existent under Congolese law and dismissed it in court as well as Canadian citizen Eric Allard, its president, for lack of quality;

RPO 10247/10267 which sentenced Canadian citizen Eric Allard to 3 years of main criminal servitude and the payment of USD 50,000 in Damages for forgery and use of forgery;


RAC 2942, judgment before saying right, which ordered the suspension of this case on the basis of the "criminal who keeps the civilian in condition", whose request is the restoration of the additional or amending registration of the fraudulent RCCM of October 16, 2021;

Considering that there is to date no judgment contrary to all these judicial decisions that have become res judicata, and that they are said on behalf of the Congolese people and executed in the name of His Excellency the President of the Republic, Head of State;
Our citizen organizations and platforms want COMINIERE SA to be able to:

Remain impartial to disputes between partners and to deal only with shareholding as dedicated to the RCCM of January 20, 2022 because it is ratified by a final judgment;

Compose and deal only with the partners of UC SAS of whom RCCM is cited to resolve the dispute related to several tens of tons of mining products, containing essentially coltan, which have been the subject of fraud and illegal exploitation at the expense of individuals whose judicial file is pending at the prosecutor's offices and for which we hold an independent expert report of which we have read a copy;

Respect its recommendation made to shareholders, in its letter of February 4, 2021, to refer to justice to be divided by final judgments.
