The drc government have a National Assembly with 500 seats:

2019 : FCC 341, Lamuka 112, Cap pour le changement 47

These are the seats..the 3 names are alliances. Every alliance got different partys.

The FCC has been negotiating with the newly elected president, Felix Tshisekedi of the opposition, to form a new government.Having the majority in parliament, the FCC also appoints the next prime minister. The fact that the FCC controls the parliament and the provincial governments means that President Tshisekedi's ability to govern is limited.

When the president and the prime minister are in different alliances than this happen:

when the President is from one party while another party controls the National Assembly the Prime Minister's importance is enhanced, because the President possesses little power to be exercised without the consent of the Prime Minister.


And now the clue:

The prime minister appointed the minister’s.

It’s fucking lukonde, he controls the minister not the president. So no wonder nothing happen, the prime minister is in the opposition of the president. The president can’t do anything :eek: that’s the reason why bitch of portfolio can do what she want. That’s the reason why cami monkey under vision of minister of mines can go on. Because lukonde have the power over minister of mines.
This is the reason why the president is traveling around to represent the country.
That system is absolutely bullshit. When lukonde doesn’t work with us we are really fucked. And it doesn’t look like he helps us.

Maybe that’s the reason for the battery alliance, the presidents only chance to do something is to let the world look at them.

The alliance with the most seats in the National Assembly appoints the prime minister. When this alliance is different then the alliance the president is coming from (and that is exactly the situation at the monent) than the president’s power getting lower, in the most situations he needs the prime minister too. And the prime minister appoints the minister cabinet. Felix have nothing to say about the minister.

I don’t know how the process is when they form a second government. The drc politic sytem is very complicated. Modeste Bahati and bitch of portfolio are in the AFDC party, lukonde is in future for congo. Afdc and future for congo are part of the FCC alliance. The National Assembly have 500 seats and is structured in 3 alliances. The FCC got over 300 seats and controls the National Assembly. The President is in a opposition alliance of the FCC. Thats why the actual government is a FCC and felix government. The most seat alliance appoints the prime minister. So lukonde and felix are in opposite partys. The prime minister appoints the most ministers for the new government. They all come from the FCC alliance and are in opposition to felix too.

Your article is not about a new first appointment of a minister. There the president have nothing to say in this constellation, that’s only lukonde part. But maybe after see how a minister is working their are laws which give the president some power. But i don’t find anything at the moment

Kinshasa, December 9 th, 2022 (CPA).-The Anti-Corruption Prevention Agency (APLC) is determined to need a special anti-corruption law in order to strengthen the DRC’s legal system, help meet the challenges and protect whistleblowers, witnesses , experts and victims of corruption.

The coordinator of the APLC, Thierry Mbulamoko

“Corruption is a gangrene for democratic regimes. Indeed, it negatively affects public trust and the legitimacy of political power. It reduces the capacity of the state to strengthen the country’s institutions that can support growth and development. To remedy this, strong measures are needed, therefore a special anti-corruption law in order to strengthen the legal system of the DRC, make it possible to meet the challenges and protect whistleblowers, witnesses, experts and victims of corruption”, said in substance the coordinator of the APLC, Thierry Mbulamoko.

He launched the message on Friday on the occasion of the international anti-corruption day, celebrated on December 9 each year. The theme chosen this year is: “Denouncing corruption and defending democratic values”.

“We cannot go to war without a real strategy. This is why the DRC has adopted a national anti-corruption strategy, the overall objective of which is to strengthen integrity and reduce corruption by at least 60% by 2022-2026, and which revolves around three strategic axes: detection, prevention and repression”, declared the coordinator of the APLC.

Thierry Mbulamoko said that the APLC receives denunciations in the form of complaints and referrals, and has innovated by setting up an online denunciation device accessible on www.aplc.cd. Once processed, the investigations make it possible to gather evidence for transmission of the files to the competent public prosecutor’s offices.

Faced with the challenge raised by these anti-values, he said, the agency has initiated a “Task force” which aims to promote institutional and operational collaboration between public services and bodies working in the fight against corruption. « We wanted to push the reflection further: frameworks for consultation with civil society are implemented to deal with this scourge », insisted Thierry Mbulamoko.

The coordinator of the APLC also welcomed the commitment of the President of the Republic Félix Antoine Tshisekedi who, the day after his accession to the supreme magistracy, revitalized the control institutions and created the Agency for the prevention and fight against corruption (APLC), we recall.

The fight against corruption (APLC) was established by resolution 58/4 of the United Nations General Assembly of October 31, 2003, this day is dedicated on the one hand to raising public awareness of the evils of corruption and on the other hand, to question the public authorities on their roles and responsibilities in the fight against this scourge.

The DRC has experienced several cases of corruption, namely the case of Vital Kamerhe in the 100-day trial sentenced to 20 years in prison before obtaining provisional release and then cleared by the courts.

In the same context, several personalities close to the government were arrested and others dismissed or suspended from their functions.
