The DRC is a member of the International Center for Settlement of Investment Disputes (ICSID) Convention, and a Contracting State to the 1958 New York Convention on the Recognition and Enforcement of Foreign Arbitral Awards (New York Convention).
While the International Court of Arbitration does not make formal judgments on disputed matters per-se, but administers arbitrations by exercising judicial supervision of arbitration proceedings, any agreements or findings are binding on the member states.
It is also my understanding that any adverse judgements against a signature member state is backed by any offshore property and funds, and can be enforced by courts within the country (good luck getting any DRC court to support an adverse outcome). I do not know if personal offshore assets of corrupt officers of the state can be forfeited in the event of a default.
