I agree with your entire post. I'm not actually 100% serious about ICC but you have to wonder if there is a way to do this for example to expose mapunde and any other known governmental detractors. The ones breaking laws and not following their own mining code, embezzling money and taking payments from the Chinese.
The mining code lays out the procedure, we follow it, but there are a select few who seem to ignore the processes and go with the way that puts something in their pockets regardless of the law.
How can these people be held to account unless they're exposed for what they are and (crucially) weeded out.
They're effecting legitimate business in the DRC by not following their own laws. What other avenue is there for these people to be held accountable if their own government isn't taking action against them?

You just wonder. They certainly deserve an international public shaming. And if FT and other elements of the government are legit you'd actually be doing them a political favour.
