China will implement the world’s first mandatory energy consumption limits for electric passenger vehicles on January 1, 2026, establishing binding efficiency standards that could influence global electric vehicle (EV) development.

China will implement the world’s first mandatory energy consumption limits for electric passenger vehicles on January 1, 2026, establishing binding efficiency standards that could influence global electric vehicle (EV) development.
The new national standard, formally titled “Limits of Energy Consumption for Electric Vehicles – Part 1: Passenger Cars” (GB 36980.1—2025), replaces previous voluntary guidelines and gives direct legal force over newly produced models, according to China Central Television as cited by IT Home.
The regulation establishes binding electricity consumption thresholds differentiated by vehicle weight and technical characteristics. For pure electric passenger cars with a curb weight of around two tonnes, the new requirement sets a maximum electricity consumption of 15.1 kilowatt-hours per 100 kilometres.
Compared with the previous recommended version, the new mandatory standard tightens energy consumption requirements by approximately 11%. Chinese authorities say the limits were set after assessing current energy consumption of pure electric passenger cars, the potential of energy-saving technologies, cost-control considerations, and performance characteristics of special vehicle categories.

Technical upgrades required for compliance

Once the standard takes effect, manufacturers will be required to carry out technical upgrades on newly produced vehicles to ensure compliance. Authorities state that following technical upgrades, vehicles with the same battery capacity are expected to see an average increase of about 7% in driving range due to reduced energy consumption.
The regulation applies specifically to pure electric passenger vehicles and does not cover plug-in hybrid or extended-range models. The efficiency gains reported in official documents are attributed to system-level improvements rather than increases in battery capacity.
The new framework is expected to put significant pressure on automakers to develop solutions to increase drivetrain efficiency, reduce aerodynamic drag, and lower vehicle weight, since rolling resistance is directly proportional to vehicle mass.

Purchase tax exemptions linked to efficiency

Chinese authorities, including the Ministry of Industry and Information Technology, the Ministry of Finance, and the State Taxation Administration, have issued updated technical requirements linking the new energy consumption standard directly to financial incentives.
Pure electric passenger cars must meet the new mandatory energy consumption limits to remain eligible for purchase tax exemptions in 2026 and 2027, aligning fiscal policy with regulatory efficiency targets.
Vehicles already listed in the purchase tax exemption catalogue by the end of 2025 that comply with the updated requirements will transition into the 2026 catalogue, while non-compliant models may be removed.
For major Chinese automakers such as BYD and Geely, the new regulation formalises efficiency thresholds that many of their newer pure electric passenger models already meet. Compliant vehicles can continue production with minimal changes, while non-compliant models may require technical upgrades or be removed from production and purchase tax exemption eligibility.

New Zealand market implications

The mandatory standard could have implications for the New Zealand market, where Chinese EV brands including BYD, MG, and Leapmotor have established significant presence. Models destined for export markets may benefit from the efficiency improvements driven by China’s domestic requirements.
The regulation primarily affects two-tonne-class vehicles and other heavier models, prompting automakers to prioritise energy efficiency improvements across platforms and trim levels to remain competitive under the new regulatory and fiscal framework.
Chinese authorities say the policy is important for the country’s energy planning, as more efficient EVs consume less energy and require fewer energy sources to cover EV consumption nationwide.

I meant to wish you lot well quite a few hours ago but have been preocupied rewatching the Harry Potter movies today with one of very few remaining family. So to quote some felicitous advice from Dumbledore:

"It does not do to dwell on dreams and forget to live, remember that."

met on November 14, 2025 in Kinshasa, under the chairmanship of Mrs. Lisette Kabanga Tshibwabwa. This working session brought together the members of the Council as well as several guests, including the Directors, the Auditors and the Censor of the Ministry of the Portfolio.

An agenda focused on major issues. The directors reviewed and approved the minutes of the meeting of June 06, 2025, before evaluating the recommendations made on that occasion.

The exchanges then focused on the evolution of the MITWABA project, the litigation relating to the granting of the energy exploitation and marketing certificate to MPIANA-MWANGA Power, as well as on the presentation of the real estate project of the new city of MAKOMENO in Manono.

The Council also took stock of the credit application with Equity BCDC, evaluated the collaboration with Manono Lithium, analyzed mission reports in China and the United States, before addressing the various issues.

Crédit Equity BCDC: a worrying financial situation. Regarding the financing requested from Equity BCDC, the Council identified significant difficulties related to the guarantee provided by Manono Lithium. An alternative financing proposal, conditioned on Chinese subcontracting, was mentioned, without however, a consensus between the partners.

Faced with this critical situation, it was decided to invite the managers of Zijin Group as soon as possible, in order to find a sustainable solution to the company's cash flow.


MITWABA project: towards a structured financial arrangement. The Council noted NECO's support for the MITWABA project, while stressing the need for substantial investment. It was recommended to develop a detailed business plan, intended to be submitted to the CNSS for possible financing.

Energy litigation and protection of interests of COMINIERE. Regarding the dispute between COMINIERE SA and MPIANA-MWANGA Power, the directors opted for the creation of a subsidiary dedicated to energy.

They also took note of the parallel steps taken by Zijin Group, while insisting on the obligation to protect the interests of the company. To this end, the preparation of an amendment to the KATAMBA contract was recommended.


MAKOMENO real estate project: structuring in progress. The Council has taken note of the memorandum of understanding signed with IDAL PROJECT SARL for the construction of the new city of MAKOMENO. The search for financing, the monitoring of the procurement procedure and the upcoming presentation of the business plan to the Council are among the priorities chosen.

International openness and strategic partnerships. The mission reports highlighted the participation of COMINIERE SA in the China Expo, marked by visits to mining sites and meetings with Zijin Group. The mission to the United States allowed participation in the DRC-USA Forum, a visit to Tesla factories and a strategic meeting with Kobold Metals.

Administrative decisions and closure
Among the various points, the Council mentioned the steps taken with the Minister of Finance for the payment of a debt, the follow-up of the surface rights file and the causes of the precariousness of the treasury. A special mandate was granted to Mr. Alain Monga for the completion of notarial formalities.

The session, which opened at 11:35 a.m., ended at 4:00 p.m. The minutes were duly signed by all the directors, thus marking the desire of COMINIERE SA to strengthen its governance and accelerate the implementation of its strategic projects.

BCDC Bank, now known as Equity BCDC, does not have direct ownership links to China. It is majority-owned by the Kenyan financial institution, Equity Group Holdings.

Ownership Structure
  • Majority Owner: Equity Group Holdings, a major Kenyan financial services group, acquired a 66.53% stake in BCDC in 2020 and subsequently merged it with its existing subsidiary, Equity Bank Congo.

Hope they’re in for a Rude shock in 2026 and Manono is soon listed as a sar project by the USA. Been a long few years let’s hope we can bring it home finally
