Since last July, the Congolese government and the Kobold Metals company have signed an agreement in principle on mining in the Democratic Republic of Congo. This partnership, often misinterpreted, has led to the spread of false images and rumours on social networks. On the sidelines of the 80th session of the United Nations General Assembly, this Monday in New York, President Félix Tshisekedi wanted to clarify things. He said that this partnership is not a predatory agreement, but is a model of "win-win" cooperation.

"Don't see this partnership as a predation, it's not true. Of course, these partnerships are not always balanced, and it is precisely against this that I have stood up. When I arrived, I found agreements where the DRC received only 20 or 30%, while investors took 70 to 80%. I demanded that they be rebalanced. It is not easy because they are contracts already signed, but we are fighting this fight, contract by contract, signature by signature, "while stressing that, despite the injustice of some past contracts, they still provided for benefits for local communities. Unfortunately, these provisions have often not been respected, which, according to him, is primarily the responsibility of the Congolese administrative authorities.

Félix Tshisekedi then explained the mismanagement of the various partnerships with foreigners before his accession to power, and the leaders who were at the origin of these manoeuvres.

"I'm telling you about the period when my predecessor was president. There are clauses in these agreements made with these multinational and other companies that come to invest in the DRC requiring these companies to donate part of their profits to local communities. Now, what has not been done is unfortunately the respect of these clauses, and those responsible are at several levels, up to the local level, because you will find small kings in remote corners, community leaders, group heads, territory, etc., who receive the sums given by the companies in question but who do not use them properly and keep them for themselves. In this case, there is rather a question of justice, investigation, audit to know what is really done with these funds paid by these companies. This means that these clauses exist, but they are not applied everywhere, "he added.

The Congolese head of state also said that in the future, any partner who invests in the Democratic Republic of Congo will have to be satisfied with his investments, just as the host country will have to make a positive impact, both for its local communities and for its national economy. It is this balanced approach that will guide our collaboration with the United States. Contrary to some popular belief, the United States is not economic predators. We have clearly stated this. When the time comes, this agreement will be presented in complete transparency, both before the Congolese Parliament and the US Congress.

"This is a win-win partnership, which will benefit both the Congolese people and the American people," he concluded.

Franck has been a staunch advocate with regard to calling out corruption and malpractice particulalry within the mining sector

He has been all over the AVZ case from the start and has been a beacon of the truth bringing light to the actions of Cominiere, Kibeya, Mupande and others as well as noting the illegal actions of the Chinese players in the saga particularly Zijin

I really hope he can maintain his independence and values and not fall prey to the corruptive forces that will inevitably be swirling around him

Joint Statement on the Second Meeting of the Joint Security Coordination Mechanism for the Peace Agreement between the Democratic Republic of the Congo and the Republic of Rwanda

The text of the following statement was released by the Governments of the United States of America, the Democratic Republic of the Congo, the Republic of Rwanda, the State of Qatar, the Republic of Togo (as the African Union facilitator), and the African Union Commission on the occasion of the second Joint Security Coordination Mechanism meeting held last week in Washington, D.C.

Begin text:

On September 17-18, 2025, representatives from the Democratic Republic of the Congo (DRC) and the Republic of Rwanda, along with the United States, the State of Qatar, the Republic of Togo (as the African Union facilitator), and the African Union Commission convened the second meeting of the Joint Security Coordination Mechanism (JSCM) in Washington, D.C. to advance the implementation of the Peace Agreement signed on June 27, 2025.

JSCM members reviewed the current security posture in eastern DRC and exchanged intelligence and information to establish a shared understanding of the situation on the ground. This shared intelligence picture was used to develop a phased approach to implement the Concept of Operations (CONOPS) for the neutralization of the FDLR and its associated groups, and disengagement of forces/lifting of defensive measures by Rwanda.

The Governments of the DRC and Rwanda reaffirmed their commitments to the desired end state outlined in the CONOPS, which includes that the threat of FDLR in the DRC is eradicated, Rwanda’s defensive measures are lifted, the DRC’s authority is restored, and trust between the DRC and Rwanda is reestablished.

During the two-day meeting, the parties negotiated an Operational Order (OPORD) to advance the CONOPS. The parties agreed to begin implementation of the OPORD on October 1, 2025.

The Governments of the DRC and Rwanda expressed their gratitude to the United States, Qatar, the African Union, and Togo for their continued support and facilitation of the peace process.

All parties reaffirmed their commitment to advancing durable peace and stability in eastern DRC and the Great Lakes region.

Democratic Republic of Congo President Félix Tshisekedi has said that a US-mediated peace agreement signed with Rwanda in June has not quelled fighting in eastern Congo, though he expressed gratitude to US President Donald Trump for his mediation efforts.

The June 27 deal aimed to end Rwandan support for the M23 rebel group, accused of atrocities in the region. Tshisekedi warned that progress depends on Kigali ceasing support for the rebels, which he claims has not happened.

“We are waiting for the Red Cross to approve a possible exchange of prisoners,” Tshisekedi said, noting some limited progress in talks.

Despite the continued conflict, Tshisekedi reaffirmed Congo’s strategic partnerships with China and indicated ongoing negotiations with the United States to develop mining sectors, infrastructure, and energy projects, emphasising that Congo will not “auction” its mineral resources.

We need to take away this corrupted regime, and then we need to build the state,” said Nangaa, who heads AFC-M23’s political wing.

Rwandan-backed M23 rebels are conducting at least two separate offensives in North and South Kivu, which likely violates the Qatari-brokered ceasefire between M23 and the DRC and could further complicate already-struggling peace talks. M23 is likely attempting to set conditions to attack two strategic towns—Uvira in South Kivu and Pinga in North Kivu—by targeting key positions along several axes toward both targets.
