Here’s how Washington can deliver targeted benefits that feel immediate but remain above board:
1. Development Grants with Local Control
  • Fund community infrastructure (roads, clinics, schools) in regions controlled by M23 or politically sensitive zones in the DRC.
  • Let local leaders oversee implementation, giving them prestige and influence without direct cash transfers.
2. Security Sector Reform
  • Offer training, equipment, and advisory roles to Congolese military and police units—especially those loyal to key figures.
  • This boosts their status and operational capacity without handing out personal rewards.
3. Political Legitimacy Pathways
  • Support transitional justice frameworks that allow M23 leaders to reintegrate into civilian or military roles.
  • This gives them a future stake in governance, which can feel like a “perk” without being a payoff.
4. Fast-Tracked Economic Zones
  • Create special mining or trade zones with expedited licensing and tax incentives.
  • Key officials can steer investment and employment locally, gaining influence and patronage legally.
5. Visibility & Prestige
  • Invite DRC and M23-aligned figures to international summits, study tours, or joint press events.
  • These symbolic gestures carry real weight in local politics and can satisfy short-term ego or status needs.
🛡️ Guardrails Against Corruption
To stay clean, the U.S. typically:
  • Channels funds through multilateral institutions (World Bank, African Union)
  • Uses performance-based disbursements
  • Requires auditable outcomes and third-party monitoring

I remember at the time not being shocked that Trump paused the Foreign Corrupt Practices Act to further American Economic and National Security interests 👇


He is also allowing for the Defence Department budget to include critical minerals.

Unfortunately Tshisekedi continues to lie and act corruptly, so if anyone here can get me a meeting with Trump, I’ll put it to him that he should let Rwanda topple Tshisekedi and he, we, KoBold and RIO Tinto can do a deal with Kagami instead.

It might even be the best way to get CDL back

Interesting timing there i think. Suspension of the Corrupt Practices Act on 10 Feb and DRC approached US re minerals for security deal on 21 Feb. Call me a cynic but I reckon Felixs eyes musta lit up as he sniffed out the potential of the biggest brown paper bag of all time

After watching him speak publicly about it I don't see any scenario where he forgets about the MFS deal. The USA will only have a very limited amount of patience. Imo

Well Trump could piss in a bucket and he would have done more for AVZ share holders than what Albanese has done in three years.

Though as a foot note, the only reason why this is the case is because America's interest just so happen to be aligned with AVZs'.

With you in this, very disappointed to watch Australian government let this resource slip through their fingers. The amount of thorium and uranium we have we could have limitless power and with AVZ limitless storage. But we are so busy selling off our resources for literally nothing to bother getting any new ones. I hope the Donald does more than piss in a bucket….unless he makes Felix drink it.

yep exactly my sentiments. are avz just fucking up or is there some big conspiracy going on to screw avz over, all masterminded by xi himself? evidence to date suggests its more like the latter but ffs, as you say why cant this be easy. I suppose with the asset avz are stuck in the middle of a much larger fight. all I know is I want my money and to get the fuck out of this forum, no offence to the people on it. We seem to be inching forward but no guarantee any of this is going to end well for us. keep the faith I tell myself, we're slowly winning.

Honestly Nigel couldn't make it any easier for these pricks . Kobold /Rio pay AVZ to drop all legal proceedings/outcomes against the DRC and walk away . DRC collects $$Millions in Tax from AVZ . If they were not a bunch of corrupt compromised criminals this would be a no brainer .

AVZ Wins Legal Battle Over Congo Lithium Project, but it’s not Over yet​

After years of frustrating legal battles and suspended trading, AVZ Minerals (ASX: AVZ) shareholders finally received a major boost this week.

For those unfamiliar with the AVZ story, strap in. This is one of the longest-running sagas in ASX history.

AVZ Minerals discovered what turned out to be the world’s biggest hard rock lithium deposit in the Democratic Republic of Congo. The Manono project was once valued at billions, with major partners lined up and financing secured. Then everything fell apart.

Permits were withheld, partners disputed ownership, and eventually the DRC awarded the mining licence to a Chinese company – a move AVZ argues was unlawful. Shareholders have been trapped for years, unable to trade their stock.

This week, the International Chamber of Commerce (ICC) tribunal has ruled in favour of AVZ’s subsidiary, confirming its legal acquisition of an additional 10% stake in Dathcom Mining SA under the 2020 share purchase agreement.


This brings AVZ’s legal holding in the world-class Manono lithium and tin project to at least 70%.

The tribunal also dismissed all claims from Dathomir Mining Resources, including attempts to nullify the transaction and seek additional compensation.

This decision strongly supports AVZ’s long-standing position and provides a clearer path forward to regain control over its Congolese asset, and potential do a deal with the likes of the Bill Gates-backed Kobold metals to exit Manono.

But just as things were looking up, there was another legal curveball. AVZ got hit with a writ from Locke Capital LLC in WA’s Supreme Court, claiming owed fees totalling US$1.2 million. While AVZ said it will defend itself against the new claim, it just goes to show that nothing’s ever simple in this long-running saga.


For shareholders, many of whom have been trapped for over three years without any ability to trade on market, this week’s arbitration victory is a big step forward. Here’s hoping it leads to some kind of resolution for everyone involved.
