I presume that with these types of proceedings, there's all sorts of administrative overheads and schedules to be sorted out (i.e. it's not as though, if AVZ reinstated proceedings, on 24th June the ICSID jumps out of bed and starts the hearing).
If AVZ choose to reinitiate proceedings, I imagine a new timeline would have to be agreed, hearing dates booked and so on.
I think the inherent 'lag' created by the bureaucracy probably provides enough slack for AVZ to not do anything official until mid July if the Don hasn't whipped out his mega Sharpie by then.

I had a look around, looks like there’s a ministerial signing of the agreements on the 27 June, prior to a presidential signing in July.So now the foreign ministers sign it on 27th June..... Then the presidents have to sign it later???
