The difference is the US will be providing the security which enables Felix to keep control of the country. Felix is complicit in the corruption that has been causing such detrimental effects for AVZ. So the corrupt individuals could act with impunity. Sounds like the press release first announcing the US arrival in Vietnam. If Felix believes that then he'll believe the Dragons can win the comp this year. Strategic bases require troops for protection. Lots of troops is how the US rolls.
