Here's my take:

We've got a chance for far less initial funding than anticipated, it's well over 12 months late and with unspecified conditions attached. Meaning that it hasn't actually been secured yet whth no indication of timeline of when, how and under what conditions it might be.

Honestly the fact that they even bothered to release this makes me wonder if they're already angling for another cap raise.

Might not be a bad thing since the pump and dump after the last raise resulted in the best share price in years!
