For Cong to have received cash, he must of signed documents and possibly counter signed.Cong never took the cash. But he recieved it. Which is legally good enough.

Signed documents are legally binding regardless of what the said party does with the cash, unless of course you can prove that signatures were forged.........aka Graeme Johnston, with the accusation apparently taken to the DRC courts and purportedly Graeme was found guilty and sentenced to 5 years jail plus a significant fine........
