SYDNEY, July 28 (Reuters) - Rio Tinto said on Thursday that its Guinea subsidiary Simfer has formed a joint venture with the government and the Chinese-backed consortium Winning Consortium Simandou (WCS) to co-develop the Simandou iron ore mine project.
