I honestly think it has more to do with getting the approvals from the New Jersey Racing Commission, which cancelled it’s May Meeting and is now scheduled for the 20th July (U.S time)

That would make a lot of sense since the tech side should have had an extra year to be ready when the law took longer to pass than expected.
